Hazardous Waste Regulatory Scientist
**Summary** **CHENEGA RELIABLE SERVICES, LLC** Patrick SFB Cape Canaveral, FL The **Hazardous Waste Regulatory Scientist** will provide regulatory guidance and oversight of on-site operations on the Fence to Fence (F2F) contract and ensure hazardous waste (HW) management is conducted in compliance with the Hazardous Materials Transportation Act (HMTA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA); other applicable federal, state and local laws and regulations; and related DoD and AF directives (including AFMAN 32-7002) and installation hazardous waste management plans. **Responsibilities** + Provides on-site management and conducts Hazardous Waste Operations as specified in the PWS during the hours of operation and potential after hours support. + Ensures accomplishment of waste pickup compliant management of TSDF and/or 90-day Hazardous Waste Accumulation Points (HWAP)/Hazardous Waste Storage Facility HWSF. + Ensures proper administration of the HW module in the EESOH-MIS database, general HW operations, and Industrial Recycling processes. + Coordinates, guides, and conducts waste sampling; conducts waste characterization and waste profile generation. + Leads Process Waste Questionnaire and Technical Response Package (PWQ/TRP) process to determine if wastes are hazardous, universal, or controlled in accordance with applicable regulations and to determine the proper method of disposal for those wastes. + Ensures compliance with all AF policies and goals on HW reduction. + Coordinates HW containers for shipment and coordinates with transport/disposal contractors. + Ensures tracking of all movement of HW off-site using EESOH-MIS. + Coordinates management of hazardous/non-hazardous industrial and special waste, used oil, and off-spec fuel; waste consolidation/lab packing, waste turn-in/preparation for shipment, pick-up of waste for transfer to central accumulation area. + Ensures compliant waste characterization, and waste profile generation. + Conducts compliance inspections of installation Satellite Accumulation Points. + Ensures tracking of all HW containers from time of generation until they reach the ultimate disposal facility. + Provides oversight of the 90-day Central Accumulation Points/Hazardous Waste Accumulation Sites and/or TSDF facilities. Includes waste consolidation, segregation of HW, management of used oil and off-spec fuel, screen used oil, waste turn-in, facility inspections (at least weekly), container inspections (at least weekly), testing of equipment (at least monthly), contingency planning, preparation for shipment, housekeeping; new, used, and unusable container management; and facility maintenance work orders. + Ensures submission of weekly facility inspections and list of containers awaiting shipment that have exceeded 45-days of storage time. + Conducts and documents assigned waste minimization activities. + Develops custom reports to support environmental reporting requirements. + Inventories and maintains supplies to support the HW requirements. + Directs and conducts various environmental sampling, activities. + Directs and conduct waste generator assistance visits (SAV), each shop needs to be visited quarterly. + Ensures curb-side waste pick up is completed within specified timeframes. + Ensures safe movement of heavy drums and containers using proper material handling equipment. + Shall be available or have a representative available after normal duty hours to respond to emergency situations. + Coordinates contract deliverables with the CRS Site Manager as required. + Enforces all company personnel and safety policies and ensure all assigned duties are conducted in a safe manner. + Provides contract Spill and Release Consultation Support efforts. + May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays when assigned. + Provide spill investigation support, communicate with the Environmental Element, and enter/update data in EASIER database. + Supervises Hazardous Waste operations and manages HW employee responsibilities. + Provides a monthly report describing all required team activities. + Other duties as assigned. **Qualifications** + High school diploma or a GED. + Minimum five (5) years of relevant work experience or possess a bachelor’s in engineering or relevant bachelor’s in science with a minimum of three (3) years of experience in HW operations including waste characterization, packaging, labeling, profiling, storing, transporting, and manifesting. + Must possess a valid Driver’s License **Knowledge, Skills and Abilities** + Solid understanding of Material Safety Data Sheets/Safety Data Sheets and Hazardous Material identification and management is highly desirable. + Ability to establish procedures and schedule assignments. + Although work is primarily in an office environment that is adequately lighted, heated, and ventilated, incumbents may be subjected to rain, cold, bright sun etc. + Knowledge of EESOH-MIS Hazardous Material and Hazardous Waste modules. + Understanding of Hazardous Waste Management, sampling, and waste characterization. + Solid knowledge of Microsoft software products is required to include Excel and Access. + Have a specific awareness of data quality related to databases and report generation. + EESOH-MIS specific training and experience is a plus. + Ability to lead team, schedule and accomplish work, and fulfill PWS requirements. + Must be current on RCRA, Department of Transportation (DOT), and HAZWOPER Training + Ability to obtain a valid commercial driver’s license with the “H” endorsement should the requirement become necessary. + Current RCRA annual HW Refresher training + Maintain a working knowledge of the HW Management regulations and DOT HM regulations within the state. + Current OSHA 29 CFR 1910.120, Hazardous Waste Operations and Emergency Response Training/Refresher, where applicable + The ability to pass background check and have or be able to obtain, NACI. + Military Hazmat/Hazardous Waste experience preferred. + Ability to correctly oversee/collect hazardous waste samples using Chain of Custody. + Ability to perform all PWS tasks associated with Hazardous Waste operations and insure completion IAW all Federal, State, and local requirements. **Physical Demands:** (The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
