Minimum Requirements:
• Namibian citizenship;
• LL.B or B.Com degree or relevant equivalent qualification as a minimum mandatory requirement;
• 2 – 3 years relevant experience;
• Admission as a Compliance Practitioner with a relevant recognised association shall be an advantage;
• Strong technical skills;
• Flawless command of the English language;
• Assertive self-starter with excellent communication, organisation and presentation skills;
• Excellent conflict handling skills;
• Ability to work under pressure while maintaining high service levels; and
• A team player.
Job Description:
• Support Management with the implementation of the Old Mutual Limited Group Compliance Framework;
• Assist Management in overseeing, monitoring and guiding of Old Mutual Namibia (OMNAM) Business Units (BU) to ensure the BU meets its legal and regulatory obligations, including emerging laws and regulations and the impact of such on the OMNAM BU and required implementation;
• Promote and sustain a strong Culture of Compliance;
• Provide inputs and express independent opinions on the adequacy and effectiveness of regulatory controls (including efficiency and effectiveness of the systems implemented to manage regulatory compliance matters within the OMNAM BU), as well as the overall internal regulatory control environment in accordance with the Old Mutual Limited Group Compliance Monitoring and Assurance Methodology and the Annual Compliance Plan;
• Maintain the regulatory universe and related Compliance Risk Management Plans for OMNAM BUs;
• Ensure accurate reporting and escalation of any regulatory compliance breaches or exposures to OMNAM BUs, as well as monitor regulatory control remediations against agreed Management Actions and due dates;
• Provide advice, develop and/or update the OMNAM Employee Training and Development Framework and set of training material and provide training for the BUs, Functional Units (FU) and Old Mutual Holdings (Namibia) (Proprietary) Limited (OMHN) entities with respect to all relevant legislation, industry changes or amendments thereto, inclusive of general communications as required from time to time;
• Cooperating with regulatory requests for information, reviews, audits and investigations;
• Review and provide guidance to Management and oversight over implementation of the OMHN Anti-Money Laundering and Counter Terrorist and Proliferation Financing Risk Management Compliance Program (AML CTPF RMCP), inclusive of controls and procedures to mitigate Money Laundering, Terrorist Financing and Proliferation Financing Risks;
• Assist Management to perform Business and Product Risk Assessments as required by the OMHN AML CTPF RMCP;
• Prepare and present feedback on all Regulatory Compliance matters monthly at BU and FU forums, OMNAM Executive Committee (Exco), as required from time to time; and
• Submit the necessary regulatory/compliance reports to the OMHN Group Compliance Manager for onward reporting to OMNAM Exco, BU/FU Management and the OMHN Board, and its subsidiary Boards.
Investigate all kinds of incidents and reports and provide expert advice to more senior colleagues. Minimize risk exposures and ensure adherence with regulatory standards by working with all internal functions to make sure compliance programs are properly implemented.
Regulatory AffairsTake responsibility for managing and delivering a designated work program.
Quality Management SystemContribute to the identification and evaluation of current policies and business processes that are in the scope of the quality management system (QMS); contribute to the design of the QMS; provide specialist quality management input to the drafting of new policies and procedures and the design of business processes; contribute to the quantification of the costs and business benefits of change.
Audit ComplianceManage a portfolio of audit assignments. Ensure that the team plans and delivers audits that cover identified risk areas, and that appropriate corrective actions are agreed on with auditees. Resolve issues arising from audits and refer serious or contentious issues to the audit program leader.
Quality Assurance Testing DesignValidate new or existing complex test methods and procedures; identify issues and recommend improvements to contribute to further development.
Stakeholder EngagementContribute to stakeholder engagement by identifying stakeholders; by finding out their needs, issues, and concerns; and by reacting to these needs, issues, and concerns, arranging meetings and events and drafting supporting materials to promote understanding and commitment.
Leadership and DirectionCommunicate the local action plan; explain how this relates to the function's strategy and action plan and to the broader organization's mission and vision; motivate people to achieve local business goals.
Performance ManagementRespond to personal objectives and use performance management systems to improve personal performance; or monitor the performance of the team, allocate work and review completion, take appropriate corrective action to ensure timeliness and quality, and contribute to formal individual performance management and appraisal.
Organizational Capability BuildingProvide coaching to team members to develop their skills.
BudgetingTrack budgets and report variances to more senior colleagues.
