This position leads the Resource Management and Assistance Division’s grants and loan programs (Environmental Assistance, Prevention and Assistance, Capital Assistance Program/Bonding, and other state or federal appropriations). Key responsibilities include providing training and consultation to RMAD program leads and grant support staff, offering program and policy recommendations including legislative support to RMAD leadership, MPCA Contracting staff, and the Commissioner’s Office, and ensuring consistent, accurate analysis, measurement, execution, and reporting of RMAD grants. **Minimum Qualifications** A minimum of four years of advanced professional-level experience working in an environmental protection field, including experience and thorough knowledge of grant administration (Advanced professional-level experience within MPCA is equivalent to Senior Environmental Specialist: Environmental Specialist 4, Hydro 3, SPA Principal /Planner Principal, RS 2 or higher-level work). Demonstrated expertise in planning, project management, coordination, communication, decision-making, and writing skills. Effective communications and human relations skills to work collaboratively with internal and external groups and all levels of leadership, problem-solving skills for resolving technical matters, and the ability develop ongoing relationship with continuous situations. Possess a valid Driver's license (see additional requirements). The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. **Preferred Qualifications** Demonstrated knowledge of contracting, grants, general obligation bond funding, developing and managing budgets and fiscal management policies and procedures. Proven ability to manage multiple high-level projects and coordinate teams from multiple internal and external sources. Knowledge of legislative processes, state contracting laws, rules and administrative procedures sufficient to coordinate support for complicated program initiatives, establish work priorities, and serve as a technical expert before policy committees and other public forums. Demonstrated experience in: Ability to resolve potentially contentious, controversial, and complex environmental issues Interpreting policy and regulations and communicating to government entities and the public. Data analysis and data management experience sufficient to identify and report information that is critical to program issues and decision-making. Project planning and operations with an emphasis on Best Management Practices (BMPs) for evaluating program metrics and establishing effective reporting systems. Continuous improvement. Report writing sufficient to describe, promote and justify current and future program initiatives and outcomes. Previous leadership experiences. (Leading and coordinating teams, including guiding and developing team members and monitoring individual and team performance) **Physical Requirements** Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. **Additional Requirements** A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check. Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
