About the Opportunity

The Grants Compliance and Finance Manager will support a whole-of-programs and country approach to grants management. Provide oversight, support and training to program managers to ensure grants are compliant with contract and client requirements and in line with Abt systems, processes, procedures.

 

Key Responsibilities

The Grants Compliance and Finance Manager will lead a “whole of Abt PNG” approach to grant management and is responsible for the following:

     Leadership and Advice: 

Line manage a junior Grants team member to assist deliver grants management responsibilities.  Support leading the Grants Management team ensuring all members are working in harmony and meeting deliverables and deadlines. Provide high level advice and direction on all phases of grants management to Program teams. Provide advice to other internal stakeholders related to grants compliance, finance, and management as required.

     Grants Management

Lead the management of a portfolio and/or program of grants from end-to-end aligned to Abt and Client requirements. Lead reviewing and assessing grant-related documentation, including but not limited to grant budgets, grant agreements and agreement variations, quarterly and monthly financial reports (acquittals), and annual and final audit reports. Lead tracking all grant deliverables and deadlines including financial and audit reports according to the reporting requirements of grant agreements.  Lead grant audit plans and audit terms of reference and support procurement of external auditors as required. Supervise filing and accurate document and data control being maintained by Program managers regarding grant deliverables. Identify and report any cases of suspected or actual fraud  when performing grants management responsibilities to the Legal team. Conduct fraud risk assessments and spotchecks as requested. Undertake other duties as required by the Senior Grants and Procurement Manager. Coordinate with Legal team for grants agreements, Program teams for grants management, and Procurement team for grant payments. Communicate directly with grantees for grants management as required. 

     Systems and Processes

Apply grants management processes and tools in an accurate and timely manner. Support developing or updating grant procedures and templates as required. Support the establishment and rollout of new grants management projects and initiatives as required.

      Training and Support 

Lead preparation and delivery of grants management training for internal and external stakeholders as required. Lead training and communicating updates to grants policies, procedures, templates and tools as required. Provide financial management support and other capacity building to grantees when necessary to support grant financial and audit reporting deliverables.

 

Key Deliverables

Quality and timely technical review of grant budgets and agreements, monthly and quarterly financial reports (acquittals), and audit ToRs and reports. Provide effective and efficient support on grant management to Program Managers. Develop and update grants management policies, procedures, templates and tools. Develop and delivery grants management training. Completing fraud partner comprehensive assessments as required. Timely reporting of suspected or actual fraud cases identified through grants management.

About You

       Qualifications

Appropriate qualifications - Degree in accounting, finance, business administration, or a related discipline.

       Knowledge – Highly Desirable

Strong expertise in budget and financial analysis, and audit design and review. Detailed knowledge of end-to-end processes for grant agreements, establishment, management, and closure.

      Skills/Experience

Minimum five years professional experience in financial analysis, audit preparation, grants management or program management.  Demonstrated budget and financial analysis proficiency and advanced use of Excel and Smartsheets, and other accounting and financial software as required Ability to produce high quality financial spreadsheets and communications and explain them simply and clearly toa variety of internal and external stakeholders. Well-developed management and communication skills for liaising and coordinating in team/other working relationships. Good knowledge of fraud risk management and investigation.
