GENERAL DESCRIPTION:
The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, is seeking a Grants and Contracts Administration Manager in our Administrative Services section. The Grants and Contracts Administration Manager assists the Administrative Services Assistant Director with the operations and management of the fiscal section for processing and maintenance of all expenditure and revenue activities of the Agency. This position will work with multiple state agencies, agency divisions, and outside vendors/customers to ensure federal and state compliance, including all reporting obligations
This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, and home to world-class rock climbing at Vedauwoo. In addition, the location provides convenient access to the Colorado Front Range communities, including Fort Collins and Denver, and Denver International Airport. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
+ Responsible for managing the Agency’s statutorily authorized State Grant and Loan programs. This currently includes the Mineral Royalty Grants (MRG), Transportation Enterprise Account Grants & Loans (TEA), Farm and Beginning Agriculture Loans, Capital Construction Loans (CCL), Municipal Solid Waste Cease and Transfer Grants & Loans, Small Business Emergency Bridge Loans.
+ Establish and/or revise rules for all grant and loan programs.
+ Develop program grant applications, review submitted applications for eligibility and completeness for grant program.
+ Develop program loan applications, review submitted applications for eligibility and completeness for loan program, perform detailed financial analysis on all loan applications.
+ Prepare and provide a detailed recommendation for approval or denial of grant and loan applications to the Assistant Director of Administrative Services and the Director for presentation to the State Loan and Investment Board (SLIB).
+ Prepare SLIB board reports and financial statements for grant and loan programs the Assistant Director of Administrative Services and the Director for presentation to the SLIB.
+ Review and process grant and loan requests submitted by the applicant for expenditure reimbursement; process and review annual loan payments.
+ Responsible for the annual grant and loan reporting requirements for the Wyoming Legislature, monthly program reports, annual loan activity reports to the State Auditor’s Office for the Annual Comprehensive Financial Report (ACFR).
+ Review project progress, resolve compliance issues related to grant and loan award conditions, resolve inquiries related to ineligible costs and/or project scope, and resolve project extension requests.
+ Advise and confer regularly with agency management, each internal division, and other state agencies to clarify fiscal information and resolve discrepancies.
+ Develop and monitor the Grants and Loan budget, as well as monitor and operate within each authorized Grant and Loan program spending authority.
+ Supervise the State Grants and Loans staff of the Administrative Services Division.
+ Responsible for personnel management, including but not limited to establishing division work standards, procedures, and/or methods, providing on-the-job training to division staff, and providing counseling/disciplinary action to division staff.
+ Interview for staff vacancies and make hiring recommendations.
+ Conduct Performance Appraisals (PMIs) for all State Grant and Loans staff.
Qualifications
PREFERENCES:
Bachelor's Degree (typically in Finance, Accounting, or a related field)
Preference may also be given to candidates who have experience with Wyoming Online Financial System (WOLFS).
KNOWLEDGE:
+ Knowledge of state and federal laws, rules, regulations and statutes.
+ Knowledge of basic accounting, budget, and cost controls.
+ Knowledge of financial accounting and management at an intermediate to advanced level, including generally accepted accounting principles (GAAP).
+ Knowledge of the state accounting system -WOLFS.
+ Knowledge of internal controls.
+ Knowledge and understanding of lending principles and practices.
+ Knowledge of construction industry, including billing practices.
+ Knowledge of budget and procurement practices and policies.
+ Ability to analyze financial information.
+ Strong attention to detail, follow-up, and follow-through.
+ Strong Microsoft Office skills, especially Excel.
+ Strong communication skills.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business or Finance)
Experience:
1-3 years of progressive work experience (typically in Business or Finance) with acquired knowledge at the level of a Grants and Contracts Administration Manager I
OR
Education & Experience Substitution:
4-7 years of progressive work experience (typically in Business or Finance) with acquired knowledge at the level of a Grants and Contracts Administration Manager I
