The Grants Agreement Officer I is responsible for providing knowledge in foundation award and subaward agreements, federal grant subawards, federal contracts, and confidentiality agreements to the Dana-Farber Cancer Institute.

This role will work under the guidance of the Assistant Director, Grants and Contracts, Sponsored Agreements, and/or the Senior Sponsored Programs Officer, Sponsored Agreements, within the Office of Grants and Contracts to: 

Review and interpret complex requirements with internal collaborators in the terms and conditions of incoming foundation award and subaward agreements, federal grant subawards, federal contracts, and confidentiality agreements for clinical and non-clinical researchPrepare and negotiate federal and foundation subaward agreements with external institutions for clinical and non-clinical Dana-Farber research projectsIdentify regulatory compliance, legal, intellectual property, and other risks in the foregoing types of agreementsMitigate those risks through drafting, editing, and negotiating such agreements, using legal knowledge and creative problem solving to ensure compliance with the Institute, sponsor policies and procedures, and applicable laws and regulations.

 

The Grants Agreement Officer I will liaise with Philanthropy, Clinical Trials Agreements Office (CTAO), Office for Innovations, Office of General Counsel, Investigators and Department staff, and other functional units as necessary in the resolution of issues in both incoming and outgoing agreements. This role will do this in a timely manner and in conformance with Dana-Farber standards of practice, requirements, and obligations, making sure that resolutions assure continued compliance with sponsor and Institute guidelines.

This role will ensure the Institute stays up to date on federal and state regulations and applicable Institute policies as they relate to clinical and non-clinical research funded by foundation award agreements, foundation subaward agreements, federal grant subawards, and federal contracts

The Grants Agreements Officer I will serve as a primary contact for departments, investigators, and sponsors regarding the agreements for which this role is responsible. This role will act both independently and as an effective and collaborative member of a dynamic team to achieve the goals of the Office of Grants and Contracts and the Institute.

Responsibilities Review and interpret complex requirements in the terms and conditions of incoming foundation award and subaward agreements, federal grant subawards, federal contracts, and confidentiality agreements (CDAs) for clinical and non-clinical research for acceptability and compliance with applicable laws, regulations, Institute’s policies, and guidelines.Identify regulatory compliance, legal, intellectual property, and other risks in the review of incoming foundation award and subaward agreements, federal grant subawards, federal contracts, and confidentiality agreements (CDAs).Mitigate identified risks through drafting and negotiating such agreements, using legal knowledge and creative problem solving.Prepare and negotiate federal and foundation clinical and non-clinical subaward agreements for projects outside of the Institute assuring that such agreements include all necessary provisions to allow for compliance with the Institute, sponsor policies and procedures, and applicable laws and regulations. Negotiate incoming and outgoing agreement and contract terms with sponsors, as needed.  Alert supervisor when negotiations are significantly delayed or stalled.  Ensure the Institute stays up to date on federal and state regulations and applicable Institute policies as they relate to clinical and non-clinical research funded by foundation award agreements, foundation subaward agreements, federal grant subawards, and federal contracts.Support the development of guidelines, procedures, and other tools for shaping the full spectrum of sponsored research funding instruments to ensure consistency in the Institute review, endorsement, and acceptance of research grant awards.  This role will work effectively with the Assistant Director, Grants and Contracts, Sponsored Agreements, and/or the Senior Sponsored Programs Officer, Sponsored Agreementsto identify areas in need of improvement and to impact effective changes. Liaise with department and division administrators, investigators, Office of the General Counsel (OGC), including intellectual property counsel, the Office of Innovations, Clinical Trials Agreements Office, and other central research administration offices in the resolution of issues, making sure that resolutions assure continued compliance with sponsor and DFCI guidelines. Review contract terms and conditions at proposal submission as needed.Assist colleagues with the resolution of issues related to award agreement and contract requirements; interpret and explain terms and conditions to Office of Grants and Contracts staff, investigators, department staff and sponsors.  Maintain active communication with investigators, department administrators and sponsor officials regarding award, subaward, contracts and CDAs from receipt through execution.Assist with training of junior team members, as applicable.Responsible for timely contract execution and appropriate escalation of stalled contract negotiation.In collaboration with Assistant Director, Grants and Contracts, Sponsored Agreements, and/or the Senior Sponsored Programs Officer, Sponsored Agreements, and other team members, develop and maintain standard agreement templates for clinical and non-clinical research and update standard operating procedures as needed. Maintain a working knowledge of Federal Demonstration Partnership (“FDP”) templates and foundation sub award templates for both clinical and non-clinical research.Participate in meetings with representatives of the Office of General Counsel and Office of Innovations to standardize agreement terms and conditions across Grants and Contracts and those offices, as appropriate.Participate proactively in ad-hoc committees/workgroups to optimize agreements workflows, accountability, and transparency.Develop skills to manage more complex agreements, as assigned.Ensure all electronic records are kept up to date with the most current documentation and information.Provide backup coverage for monitoring the Agreements team inbox. Work on other projects and duties as assigned.  Qualifications Bachelor’s degree required; Juris Doctorate (JD) preferred.2 years of experience reviewing, drafting, editing, and negotiating foundation, federal and or other research agreements in an academic medical center required.An advanced legal degree (JD preferred) may be sufficient in lieu of professional experience.Experience working with InfoEd, or similar databases is strongly preferred.Experience drafting, editing, reviewing, and negotiating non-industry-specific contracts welcome.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Familiar with foundation and federal award and subaward agreements in an academic medical center or equivalent setting preferred. Experience with contracting and negotiation, preferably in research.Excellent written and verbal communication skills with the ability to write, review and edit complex material.Ability to work collaboratively within a team environment.  Ability to cultivate relationships with department research staff and central research departments, investigators, and sponsors.Ability to critically think and problem-solve; demonstrate resourcefulness and technological savvy. Ability to develop an understanding of Institute policies and federal regulations (e.g. IRB, HIPAA, FDA, HSRP) and apply those frameworks into contracting.  Ability to identify issues and propose resolutions; creatively and actively solve problemsMust possess ability to thrive in a busy, high-volume, and deadline driven work team environment that requires coordination of multiple activities and the judgment and flexibility to reprioritize tasks as needed.Able to complete projects on time with support and direction from supervisor. Familiar with prioritization and balancing workload. Familiar with electronic document and email file storage.
