The Government Property Specialist II performs a wide range of government property management duties in support of assigned programs, projects, and task orders. Under management supervision and guidance, the specialist ensures proper accountability, compliance, and control of Government Furnished Property (GFP) and Contractor Acquired Property (CAP) in accordance with Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS), contractual requirements, and company policies and procedures.
This position requires the ability to work effectively at a high altitude location and reports to the Government Property Manager.
Key Responsibilities:
+ Carries out, supports, and coordinates government property management responsibilities for assigned programs and task orders.
+ Maintains accurate records in the approved system of record and ensures compliance-based management of government property.
+ Assigns accountability to property custodians and ensures administration and physical control of government/customer property.
+ Supports all property management functions, including Acquisition, Receiving, Records, Physical Inventory, Subcontractor Control, Reporting, Relief of Stewardship and Liability, Utilization, Maintenance, and Property Closeout.
+ Performs daily data entry and updates in the electronic property system.
+ Organizes, updates, and maintains physical and electronic property records.
+ Receives, labels, and tags Government Furnished and Contractor Acquired Property.
+ Processes documentation for disposition and reporting of lost, damaged, or destroyed property.
+ Executes periodic and annual physical inventories, supports reconciliation, and updates property records.
+ Prepares documentation such as DD1149, hand receipts, and transfer forms.
+ Applies government property procedures, contract and regulatory guidelines to develop an understanding of tools and processes in assigned areas.
+ Reviews movement and transport of government property and identifies and processes excess property for disposition.
+ Assists in developing and submitting government-required reports and communications to internal and external stakeholders.
+ Maintains IUID (Item Unique Identification) registries for assets meeting government tracking requirements.
+ Supports appropriate storage facility compliance in accordance with the Government Property Plan and site procedures.
+ Participates in property reviews, audits, and assessments.
+ Ensures coordination of property management matters with supported departments and external customers.
+ Supports strategic initiatives and process improvements under management guidance.
+ Prepares and develops reports, records, charts, and diagrams to support property management functions.
+ Participates in meetings and collaborates effectively across functional teams to meet contractual obligations and business objectives.
+ Assists with internal and external audit actions, responses, reporting, and submissions.
+ Maintains compliance with KBR policies, the Code of Business Conduct (COBC), Foreign Corrupt Practices Act (FCPA), Export Compliance, FAR/DFARS, and other agency supplements.
+ Understands the end-to-end property management lifecycle and develops capabilities in identifying and resolving issues.
+ Utilizes judgment to interpret and resolve internal and external property-related issues.
Accountable for:
+ Accuracy and integrity of property records.
+ Effective execution of property management responsibilities.
+ Supporting compliance with applicable FAR/DFARS regulations and contract requirements.
+ Maintaining site “Adequate” property system ratings and audit readiness.
+ Coordinating with internal departments and customers to achieve program goals.
+ Timely and professional communication and reporting.

Required Qualifications:
+ Undergraduate degree or minimum of 2+ years of relevant government property or logistics experience.
+ Ability to work at a high-altitude location.
+ Knowledge of FAR 45, 52.245-1, DFARS, and government property management standards.
+ Proficient in Microsoft Office 365 (Excel, Word, PowerPoint, Teams) and ERP systems (such as Costpoint, Cognos).
+ Excellent verbal and written communication skills.
+ Ability to perform data entry, record management, and report tasks accurately.
+ Strong organizational skills, attention to detail, and ability to multitask effectively.
+ Ability to lift 30 pounds (or team lift of 60 pounds) and perform physical inventory tasks.
+ Experience managing property accountability in military, civilian, or government settings.
+ Ability to obtain and maintain a U.S. security clearance.
+ Must be able to sustain working in a high-altitude environment (~10,000 ft).
+ Local candidates preferred; relocation assistance not authorized.
Desired Qualifications:
+ Experience supporting or participating in internal and external property audits.
+ Two (2) or more years of experience in property management, logistics, or supply chain.
+ Certified Property Professional Specialist (CPPS) through National Property Management Association (NPMA).
+ Active or prior Government Security Clearance.
+ Familiarity with government-approved property management systems and asset management databases.
