Job Description
We are seeking a detail-oriented and technically proficient professional to lead the preparation and review of Incurred Cost Submissions (ICE) and support federal compliance initiatives. This role requires deep expertise in ICE models, strong FP&A knowledge, and advanced Excel skills to resolve complex formula and mathematical issues. The ideal candidate will bring hands-on experience with federal schedules, FAR compliance, and cost-based billing rate development.
Responsibilities
Lead the development, reconciliation, and submission of ICE models, including indirect rate calculations and treatment of unallowables.Analyze general ledger and project cost ledger activity to ensure accurate ICE compilation.Serve as a liaison with DCAA and other federal auditors, supporting audits and responding to inquiries.Develop and troubleshoot complex Excel models for financial analysis and rate calculations.Interpret and apply FAR and other federal regulations to ensure compliance across departments.Support cost-based pricing functionality for proposals across both federal and commercial clients.Assist in policy development and documentation for provisional billing rates.Assist in the development and monitoring of small business plans and related reporting.Collaborate with internal teams to ensure accurate and timely government reporting.Contribute to the continuous improvement of compliance processes and internal controls.Address compliance gaps including ICE model accuracy, small business subcontracting plans, prevailing wage calculations, and transitioning to new reporting frameworks.Provide research and support for internal policy development.Essential Skills
Bachelor’s degree in Accounting, Finance, Business Administration, or a related analytical field.Minimum 5 years of experience in federal compliance/financial management with expertise in ICE submissions and federal schedule reconciliation.Experience with small business reporting and prevailing wage calculations.Advanced proficiency in Microsoft Excel, including complex formula troubleshooting and dynamic modeling.Working knowledge of FAR and federal government compliance requirements.Experience with DCAA audits and federal cost accounting standards.Additional Skills & Qualifications
Experience with Coupa or similar procurement systems is a plus.CFCM certification preferred.Strong analytical, communication, and organizational skills.Ability to work independently and collaboratively in a hybrid environment.Prior experience at a federal consulting firm or in a federal finance/compliance role.Exposure to federal projects with hands-on involvement in cost accounting and ICE model development.Experience in FP&A with a focus on federal and commercial billing structures.Work Environment

Pay and Benefits
The pay range for this position is $38.00 - $48.00/hr.
