Government Business Compliance Counsel
Job Description

Key Responsibilities:

Lead the GM Defense compliance program, in cooperation with the GM Legal Staff and GM’s Global Ethics and Compliance Center. Support growing the GM Defense business on a variety of legal and compliance matters, including international government contracts, subcontracts, teaming agreements, export controls, and related cost accounting and intellectual property issues.Develop and implement GMD policies and procedures to ensure compliance with Government requirements.  Provide training to GMD employees.Provide strategic advice and counsel supporting GMD’s international business, including recognizing and mitigating FCPA risks.Provide counsel and advice in compliantly growing GM Defense’s international business including supporting partnership and teaming opportunities, Foreign Military Sales (FMS), Direct Commercial Sales (DCS), and ensuring compliance with the International Trafficking in Arms Regulations (ITAR) and the Export Administration Regulations (EAR).Provide counsel on government contract negotiations, contract interpretations, bid protests, disputes and claims, investigations and disclosures as needed.

Qualifications & Experience:

Juris Doctor with a minimum of 10 years of relevant legal experienceUS Citizen, Lawful permanent resident, or U.S. person under 8 U.S.C. 1324b(a)(3)Eligible for a Secret ClearanceSubject matter expert in international defense contracting and defense contractor compliance. Prefer knowledge of DoD Cyber / CMMC / CUI regulations and implementation.Working knowledge of federal procurement regulations and government contract requirements including the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), and unique government requirements.Results Orientation: Creates better ways of doing things to achieve higher levels of performance; identifies and examines alternatives; role models high performance.Strategic Orientation: actively challenges strategic assumptions when necessary; integrates understanding of trends into preemptive action that shapes the direction of the business.Ability to lead, collaborate, build relationships, gain credibility, and partner with others across a large matrix organization.Strong written and oral communication skillsCommitment to integrity and inclusivenessFinancial acumen, including budgetingSelf-starter, quick learner who possesses initiative, integrity, and resilienceExceptional organizational, analytical, and interpersonal skillsA mix of law firm, in-house and/or government experience is preferred.

Additional Job Description

Location: Hybrid. This role is categorized as hybrid. This means the successful candidate is expected to report to the Either GM Washington DC, or Warren, MI Location three times per week, at minimum [or other frequency dictated by the business]
