Roche Diagnostics Philippines is looking for a Government Affairs Manager, reporting to the Head of Legal, Compliance and Government Affairs. The main purpose of the role of Government Affairs Manager is to create the optimal environment to achieve our 10-year ambition to double patient access to our high medical value tests by engaging with government officials, policy makers, patient organisations and trade organisations. This will be achieved by collaboration with internal departments such as medical, marketing, market access and with colleagues in Roche Pharmaceuticals, where applicable. 

This is a managerial position without direct reports, but with a large matrix-management responsibility. There will also be an expectation for the position to support junior or new team members and lead on multidisciplinary projects to ensure business objectives are met. You will have a high level of collaboration with sales, access, and marketing colleagues within the affiliate and the network

You would be expected to attend and actively participate in Market Access/Communications and Disease Area Team meetings as part of an increasingly cross functional team. You will also be expected to work closely with the Market Access and Health Economics teams and participate in other Market Access projects if required. You would be a valued member of some of the Disease Area teams.

Key responsibilities include:

Develop an implementation strategy based on a thorough understanding of the relevant healthcare landscape and the barriers to the adoption of innovative solutionsUndertake precise market landscaping activities Identify and prioritize pivotal market access hurdles and barriers to the adoption of innovation within PH, as well as strategic steps, milestones and timelines to address these.Identify and engage with appropriate external partners such as patient organisations, policy influencers and trade organisations.Represent Roche Diagnostics in Trade Organisation working groups and access working groups.Collaborate with sales and business development to establish opportunities to explore value-based healthcare potential.

Who You Are:

We are seeking a strong leader with effective communication and influencing skills, someone who thrives in a complex & networked environment and is comfortable managing complex projects. You will foster and expand extensive relationships with multiple external stakeholders relevant to the adoption of medical technologies, you will also be expected to work in close collaboration with internal Local and Global colleagues spanning Medical Affairs, Health Economics, Marketing and Sales. You have;

5+ years of experience in government affairs/market access and/or commercial sales and/or marketing in a healthcare (preferred) or Food/Cosmetics setting. Line-management experience would be an advantageFirst degree level BA/BS or equivalent qualification is essential. Master’s or PhD degree in life sciences, health economics, health service research or a clinical discipline is desirable.A willingness to travel nationally where necessary.A superior understanding of the healthcare environment.Self-motivated and able to work with minimal supervision.A high degree of personal credibility, integrity and empathy with patients is requiredStrong project management skills and the ability to manage a complex project with multiple touch points and deadlines.Excellent written and verbal communication skills, with committed attention to detail.Excellent interpersonal skills in dealing with a diverse range of stakeholders.The ability to connect Government Affairs activities to Roche commercial strategy is essential.Proficiency in managing external vendors, including developing requests for proposals, procuring, contracting, and bringing projects to a close on time and within budget.Confidence in engaging with and presenting to high-level, including potentially “C-level” executives and clinicians is expectedExperience of engaging with customers utilising digital tools is essential.
