Description of Work Unit
CEMML is a research, education and service unit within the Warner College of Natural Resources at CSU . CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

LOCATION : The U.S. Army Garrison, Hawaii provides installation management service and support for Army and civilian personnel at Pohakuloa Training Area and other sub-installations located throughout the islands of Oahu and Hawaii. The Directorate of Public Works, Environmental Division supports the U.S. Army’s commitment to environmental excellence in all aspects of the Army’s mission in Hawaii. While balancing the unique considerations of mission, community and the environment, the Environmental Division assists U.S. Army Hawaii to continuously strive to improve its environmental performance and seeks to lessen environmental footprint and prevent pollution; minimize impact on the Hawaiian land; conserve, preserve and protect our natural and cultural resources; and comply with all applicable environmental laws and regulations.
Position Summary
A GIS /Cultural Resources Specialist position is available with the Center for Environmental Management of Military Lands ( CEMML ) to support the U.S. Army Garrison, Hawaii ( USAG -HI) at Pohakuloa Training Area ( PTA ) on the Island of Hawaii. This position may also provide support to Schofield Barracks on the Island of Oahu, as needed. This position includes a combination of office and field activities to gather and verify data and to maintain, and update ESRI -compatible cultural resource geospatial data in compliance with U.S. Army spatial data standards ( SDSFIE ) and security requirements. Ensures data and metadata is complete and accurate. Incorporates new or updated information about cultural resources. Provides guidance and training to Cultural Resources staff on geospatial issues and tools. Manages, maintains, and secures data in one or more data systems. Familiarizes him/herself with existing data, schema, and Army cultural resources program requirements. Responds to data requests to support program requirements. The GIS /Cultural Resources Specialist will work closely, and in collaboration with, the CEMML Cultural Resources Project Director (Supervisor) and the USAG -HI Cultural Resource Manager ( CRM ) and Army staff in the Environmental Division in the Directorate of Public Works of USAG -HI.
All work must be done in accordance with the Cooperative Agreement Statement of Objectives. The GIS /Cultural Resources Specialist should be capable of independent, self-directed work, but must function as part of an integrated team to accomplish tasks and assignments in support of USAG -HI Cultural resource Program priorities, standards, and goals. Must be able to effectively communicate and interact with internal/external staff, officials, and the public in a professional manner. The work will be primarily conducted in an office setting at PTA involving operation of computers, plotters, printers, Trimble GPS units, and other standard office equipment. However, the incumbent must be willing and able to participate in strenuous field activities.
Required Job Qualifications
+ BS/BA degree in Geography, Computer Science, Geographic Information Systems, Anthropology, Archaeology, or related field.
+ Five (5) years of professional work experience managing geospatial data and metadata, applying spatial data standards, and creating maps and other products in Esri or Esri compatible software platforms.
+ Proficiency in Geographic Information Systems ( GIS ) software including ArcGIS 10.X and/or ArcGIS Pro for data development and geodatabase management.
+ Working knowledge of cultural resource applications of global positioning systems ( GPS ) technology, including data dictionary development and implementation
+ Proficiency with Microsoft Office Suite.
+ Ability to use compass, maps, laser range finders, and Trimble GPS .
+ Willingness to work in a highly structured work environment with established lines of authority, procedures and protocols.
+ Must be legally authorized to work in the United States by proposed start date. CEMML will not provide sponsorship for this position.
+ Candidate must be able to comply with all applicable regulations to obtain and maintain a Common Access Card ( CAC ). Furthermore, candidates are required at a minimum to complete a NACI /SF85 and successfully pass a federal background check to remain eligible for employment by CSU .
+ Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
Preferred Job Qualifications
+ MS/MA in Geography, Computer Science, Geographic Information Systems, Anthropology, Archaeology or related field.
+ Expert working knowledge and experience with ArcGIS 10.X or ArcGIS Pro software.
+ Experience with Department of Defense Spatial Data Standards for Facilities, Infrastructure, and Environment ( SDSFIE ).
+ Experience in AGOL , Collector, Survey123, and other Esri mobile applications.
+ Experience developing and managing Microsoft Access databases to integrate collections, photographs, etc. with projects in ArcGIS a plus.Knowledge of database structure languages, such as SQL and database best management practices.
+ Experience managing data storage with assurance of data accuracy and consistency through the database lifecycle.
+ Experience instructing less experienced staff in the use of ESRI , TerraSync and Pathfinder software and Trimble GPS equipment.
+ Working knowledge and familiarity with U.S. federal historic preservation laws and regulations that govern cultural resource management.
+ Previous experience in the Pacific region, particularly the Hawaiian Islands, is highly desirable.
+ Demonstrated familiarity with military culture and its established lines of authority, procedures, and protocols is beneficial.
+ Excellent verbal and written communication, organizational skills, and the ability to work with a wide range of data while meeting deadlines.
+ Ability to act with diplomacy and discretion at all organizational levels is highly desirable.

+ Update and maintain GIS dataset(s), troubleshoot software problems, and configure data dictionaries.

+ Participate in field surveys to support compliance with NHPA Section 106 and other applicable laws.
+ In coordination with the CEMML Project Director, and with the express approval of the Army CRM , undertake actions required for expanding the inventory and management of cultural resources on Army lands on the Islands of Hawaii and Oahu, as needed.
+ Support CEMML staff in monitoring historical/archaeological site conditions, responding to unanticipated sensitive finds, participating in archaeological surveys, excavation, site protection measures, cultural access, report writing, and document review.
