Leidos is looking for a GIS ALS Lab Manager to support the Civil Rights Division of DOJ. This is position that will require onsite presence in Washington, DC 40 hours per week. This is a key high level position. The candidate is responsible for overseeing and data processing services including Geographic Information Systems (GIS); providing GIS technical support and assisting with strategic and legal aspects for all assigned projects and matters with a strong focus on GIS software.
Typical responsibilities include:
Oversees a team of 1 to 2 GIS Analysts.
Performs analysis, development, implementation of processing approaches and quality control for electronic files and related mapping and geospatial services pursuant to applicable ESI specifications.
Creates maps/ reports and related deliverables (including posting maps and related geospatial to GIS Portal).
Applies knowledge of GIS concepts, a variety of mapping software/products (i.e. ESRI’s ArcGIS Pro, Network Analyst, ArcGIS Portal and ArcGIS Online), computer graphics and demographic data products (i.e. US Census Bureau TIGER data, Census PL94-171 data and American Community Survey/ACS data) or demographic data from various sources
Works closely with Civil Rights Information Technology staff as necessary to ensure the implementation, installation, testing and maintaining of GIS related systems and software.
Provides the Government COR of deadlines, technical challenges, and priorities.
Consults with attorneys and support staff on best practices for conforming to GIS specifications and as required, participates in teleconferences with co-counsel, client agencies, and opposing counsel.
Ensures incoming mapping and geospatial requests are made pursuant to the applicable GIS specifications and when deficiencies are found, provides case attorney with detailed notice of deficiencies.
Utilizes effective oral and writing skills while assisting with outreach efforts via presentations, video clips, or preparing training materials.
Basic Qualifications:
Undergraduate degree (or equivalent) and 8+ years of prior relevant experience.
Minimum 5 years’ experience providing lead GIS mapping and strategic analysis.
Advanced working knowledge of software (i.e. ESRI’s ArcGIS Pro, Network Analyst, ArcGIS Portal and ArcGIS Online)
Advanced working knowledge of computer graphics and demographic data products (i.e. US Census Bureau TIGER data, Census PL94-171 data and American Community Survey/ACS data) or demographic data from various sources.
Demonstrated exceptional written and verbal communication skills.
Demonstrated ability to generate technical PowerPoint presentations.
Candidate must possess solid, broad knowledge of Information Technology infrastructures including networks and other sources of data.
Have proven ability to work in a fast-paced environment while maintaining proper priorities and scheduling on extremely tight deadlines.
Must be a US Citizen and able to obtain a Public Trust clearance.
Preferred Qualifications:
Law degree, technical certification, or other pertinent graduate degree strongly preferred.
Please be aware that the salary for this role will be around $125,000.
