The primary purpose of this GENERAL ENGINEER, NH-0801-03 position is to serve as a professional engineer and project manager in support of the acquisition, development, or sustainment of weapons systems, sub-systems, and/or support equipment. Responsibilities Performs multidisciplinary engineering work involving the application of electrical, electronics, mechanical, aerospace, digital engineering, and other engineering disciplines to determine the technical and business needs of customers in the acquisition, development, or sustainment of the systems, sub-systems, support systems, equipment items, or an equivalent product. Applies emerging technology and business practices to develop and implement a course of action. Performs analysis and uses systematic, disciplines, and quantifiable approaches to implement, develop, and document projects or tasks. Performs project/program management responsibilities to determine the business and technical needs of customers. Desired Skills: -A minimum of 30 months of post-Bachelor's degree engineering experience is desired. - Strong background in digital engineering principles, regulations and policies top include Model Based System Engineering methodologies is a plus. - Ability to analyze data and establish requirements for technical objectives and characteristics is preferred. - Ability to develop system performance requirements, objectives and integration, and estimate time and resources needed for system design, development, and support is desired. - Experience in developing system performance requirements, objectives and integration, and estimate time and resources needed for system design, development, and support is valued. Requirements Conditions of Employment Qualifications INDIVIDUAL OCCUPATIONAL REQUIREMENT: Employee needs to meet the education and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards, Group Coverage Qualification Standard for Professional and Scientific Positions. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-2, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in encompassing a range of engineering tasks that draw on electronics, mechanical, aerospace, and other fields to satisfy customer needs and involves utilizing emerging technologies and business practices to devise effective solutions, performing analyses through systematic methods, and overseeing projects to meet business and technical objectives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): 1. Knowledge of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply engineering theories, principles, and concepts to project development and execution. 2. Knowledge of the principles of planning and program management; standard acquisition regulations, practices, and procedures; and other engineering disciplines. 3. Ability to analyze data and establish requirements for technical objectives and characteristics. 4. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. 5. Ability to use computer applications in support of planning, designing, analysis, and reporting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
