Note: This is an appointed position that serves at the pleasure of the Commissioner.
This position serves as the General Counsel for the Minnesota Department of Natural Resources (DNR). The position is responsible for the development and implementation of strategies to effectively coordinate and integrate the agency’s legal services to achieve the agency objectives. This includes oversight, direction, and coordination of the DNR’s litigation, legal advice, legal compliance, administrative law, and tribal law functions. In this capacity the incumbent has the responsibility of providing confidential attorney-client privileged legal services and advice to agency leaders and, at the request of those leaders, to agency managers, supervisors and staff. The General Counsel is a member of the Senior Management Team and various other committees and work groups and is the agency’s primary point of contact with the Governor’s General Counsel, other state agency general counsels, and the Minnesota Attorney General’s Office (AGO). The position provides legal direction for both the agency as a whole and the Office of General Counsel (OGC). The General Counsel reviews litigation and other legal services provided by the AGO and outside counsel.

+ JD degree from an ABA accredited law school.
+ Currently licensed to practice law in the State of Minnesota or is eligible to obtain a license under Rule 7 of the Minnesota Rules of Professional Conduct at the time of employment or is eligible to obtain a Temporary House Counsel License under Rule 9 of the Minnesota Rules of Professional Conduct at the time of employment. Persons that qualify under Rule 7 must have obtained a Minnesota License within 60 days of their commencement of employment. Persons that qualify under Rule 9 must have obtained a Minnesota License within 12 months after the commencement of their employment.
+ Experience overseeing and coordinating legal research, analysis and advice related to a range of government services and programs.
+ Advanced knowledge of state and federal legislative processes and statutory frameworks.
+ Advanced knowledge of natural resources law and familiarity with major principles of natural resources management.
+ Advanced knowledge of administrative law and procedures governing both rulemaking and contested case processes.
+ Demonstrated ability to establish and maintain effective working relationships with state and local agencies, governmental and professional associations, business interests, advocates and others involved in the management of natural resources.
+ Experience providing legal advice to executive level leadership on complex legal issues with a broad impact.
+ Experience supervising legal staff, including mentoring and fostering professional development.
+ Experience managing complex litigation.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
**Preferred Qualifications**
+ Knowledge and experience with tribal law and American Indian treaties
+ Knowledge and experience with environmental law beyond natural resources law.
