POSITION SUMMARY:
The Galveston Bay Refinery located in Texas City, TX is seeking an experienced Refining TAR Planning Coordinator which will be accountable for the overall planning and execution of individual unit Turnarounds at the Galveston Bay Refinery.
Responsibilities include assisting in the overall planning and execution of Turnarounds at the Galveston Bay Refinery while prioritizing safety, quality, and efficiency. Responsibilities include development of turnaround scope, building work packages, and review of contractor P6 plans for consistency with Marathon Turnaround Best Practices.
KEY RESPONSIBILITIES:
Assist in the overall scope development of Turnaround events in conjunction with all departments and ensure scope is captured properly on Turnaround Work List in iTAR.Review previous lessons learned and prior turnaround reports to understand problematic and successful past work practices to optimize Turnaround safety and execution efficiency.Review Work Scope Approval Forms, RFI’s, TAR Work List, and P6 Primavera schedule on a consistent basis to verify alignment between all databases.Monitor execution contractor planning KPIs to prioritize planning demand and resolve performance concerns.Mark up master set of Unit P&ID’s with turnaround scope to look for synergies in job card development.Review contractor P6 plans for proper resource coding, direct man-hours, constructability, duration, work order coding before inputting into the master schedule.Work with engineering to review TAR related projects and provide constructability feedback to support safe and efficient field execution.Review and approve contractor bill of materials to ensure comprehensive material list is identified for each job card. Verify compliance with MPC standards and specifications.Support identification, RFQ development and procurement of long lead materials. Coordinate with Engineering to develop project related material tracking sheet.Attend and participate in recurring turnaround update meetings.Assist in development and review of contractor QA/QC packages.Create SAP work orders for turnaround scope.Assist in development of master operations blind lists based on turnaround scope.Assist in development of Operations shutdown/start-up support needs, including scaffold.Assist in development of Operations decon planning job cards.Facilitate external P6 logic reviews with input from execution contractors, TAR Area Leads and TAR Schedulers.Work with Turnaround Area Lead to develop overall manpower and equipment hiring plans with contractors.Lead start of shift safety meetings and toolbox discussions.Compile data for close out and performance summary reports for turnarounds.Post Turnaround: Update TAR master job cards as necessary to reflect TAR lessons learned.Maintain unit master job card library by providing post-TAR updates based on execution lessons learned.EDUCATION AND EXPERIENCE:
A High School Diploma or equivalent is required. A Bachelor's Degree is preferred but not required.
