FY26: Instructional Specialist, Out of School and Summer School, Department of Curriculum and Instructional Programs, 1.0 FTE

SUMMARY DESCRIPTION OF CLASSIFICATION:
Under the direction of the department coordinator, supports the coordination of systemwide summer learning programs and projects that promote Out of School Time. Primary responsibilities are to organize, manage, and support the administration of summer school programs. Provides leadership and professional development for Out of School Time grantees. Collaborates with school-based and central office staff on special projects as assigned by the department coordinator. Works with the department coordinator to develop memos, presentations, and other products. Collaborate with principals, specialists, teachers, and state and national colleagues to implement and monitor the intervention and tutoring programs in schools.PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by duties and responsibilities of the job.SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work evening and weekends as needed.

KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of current educational principles, practices and procedures in program development, professional development, instruction, equitable practices, and assessment of program needs to improve teaching and learning. Thorough knowledge of Montgomery County Public Schools (MCPS) organization and administration, policies, Maryland State Department of Education (MSDE), Maryland School Assessment program outcomes, and federal and state laws related to instructional practices relating to diverse student learning needs. Knowledge of culturally responsive instructional materials and experience teaching across disciplines and with diverse populations. Excellent planning, organization, management, data analysis, communications (oral and written) and interpersonal skills. Ability to prepare papers and presentations for the superintendent and Board of Education. Ability to prepare reports, papers, and presentations that include effective data displays and analysis of progress.

EDUCATION, TRAINING, AND EXPERIENCE:
Master?s degree from an accredited college or university with emphasis in student support and assistance or educational program and policy development. Minimum three years successful experience as a teacher, counselor, or administrator. Leadership experience in career and technical education, other special programs, or counseling preferred. Experience as a classroom teacher, counselor, resource or interdisciplinary resource teacher, administrator or other combinations of applicable education, training, and experience. Considerable classroom, school leadership, or counseling experiences working with a diverse student population and the business/corporate community, and planning delivering professional development. Grant writing is desirable. Experience with computers and instructional technology to support program development. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS:Holds a current Maryland state standard and advanced professional certificate in a teaching or counseling area.
