KBR is searching for a skilled Systems Engineer to support identification and concept development of first-of-kind space vehicles and ground systems missions. This handpicked candidate must possess technical expertise and experience with developing, designing, building, and integrating advanced mission hardware and software. In this position, you will provide System Engineering Technical Assistance (SETA) to the Space Rapid Capabilities Office (SpRCO). The Space RCO program office, located at Kirtland AFB, NM, is a small, streamlined organization with dedicated, organic acquisition support functions: contracting, financial management, human resources, security, program management and technical engineering support that are critical in enabling the rapid response required for classified space programs. The mission is to develop and deliver operationally dominant space capabilities at the speed of warfighting relevance in response to Commander, U.S. Space Command requirements. A successful candidate should be a leader and problem solver with a proven ability to deliver superior results as part of a high performing team in a high-profile, fast-paced environment.
Systems Engineer Principal Duty
You will work in a small, highly empowered team where every team member is directly responsible for organizational success. You will be able to apply advanced principles, theories, and concepts for highly classified systems, while also effectively communicating complex results with management and executive leadership.
This SETA candidate will provide analyses towards concept refinement, technology assessment, and capability readiness for consideration for on-boarding as a SpRCO program. A candidate with extensive experience with the USSF PPB&E process, and working knowledge and relationships with some or all of the following key stakeholders would be highly competitive: SpRCO, USSF/S5, USSF/S8, SAF/SQ, USSF/SWAC/SSDP, USSPACECOM/J8, AFRL (RV, RD, etc.), OUSD(R&E), OUSD(A&S), OSD CAPE, OSD SCO.
SETA Role and Responsibilities:
Consult with client to define need or problemSupervise studies and lead surveys to collect and analyze data to provide advice and recommend solutionsCoordinate with warfighting commands (USSPACECOM, USINDOPACOM, etc.) and analysis shops (USSF/SWAC/SSDP, SAF/SQA, etc.) to identify capability gaps within existing and future space architecturesInitiate, supervise, and/or develop requirements from a project’s inception to conclusion for complex to extremely complex programsDevelop program success criteria and top-level capability requirements in order to accurately scope concept capabilityDevelop capability concepts and program plans, including cost, schedule, and technical performance estimates, acquisitions strategies, and program office team compositionTrack, analyze, and assess capability concepts for sufficiency against warfighter needs and requirementsPlan and perform engineering research, design development, and other engineering assignments in conformance with the design, engineering, and customer specificationsDevelop capability concept advocacy and support from key internal and external stakeholdersDevelop briefing materials and support high-level briefings to senior government officialsLead or support technical programs, projects, or tasks whose technical complexity requires engineering oversightSupport design, interpretation, and analysis of technical solutions to complex projectsCoordinate with multiple partners/agencies to ensure system engineering communities support delivery milestonesTrack and advise design trades and associated cost, schedule, and technical impacts to requirementsProvide strategic advice, technical guidance and expertise to program and project staffProvide detailed analysis, evaluation and recommendations for improvements, optimization development and/or maintenance efforts for client specific or mission critical challenges/issuesCommunicate clearly, concisely, and with technical accuracy—oral and writtenOther duties as requiredQualifications
Required skills:
Minimum ten (10) years DoD/IC, or relevant industry work experienceSkilled in identification of capability gaps and concept development to address identified gapsUnderstanding of USSF system architecture and corresponding mission user needsExperience with assessments of low-to-medium Technology Readiness Level capabilitiesExperience in DoD program management including program development and acquisitionExperience with cost, schedule, and technical performance estimation, and risk managementExperience with requirements developmentDesired skills:
Five (5) years of relevant DoD and/or Industry work experience with SAP/RSV and/or SCISystem Engineering Technical Assistance (SETA) to Government program officeExperience with rapid prototypingExperience with integrated air, space, and cyberspace capabilitiesExperience with ACAT I/II level acquisition programsFluency with DoD/IC organizationsEducation
An applicable physics or engineering degree from a program accredited by the Accreditation Board for Engineering and Technology (ABET)Relevant MA/MS/ME degreeRelevant Ph.D. (desired)Clearance:
Active TOP SECRET clearance with sensitive compartmentalized information (SCI) and special access program (SAP) eligibility (no less than two (2) years total SAP and/or SCI environment experience, with 1-year total within last 5 years) and willingness to submit to a Counter-Intelligence polygraphCandidate must maintain a TS/SCI clearance as a condition of employmentLocation/Travel Requirements:
