The Division of Administration/Facility Planning and Control has a vacancy. This job title has an assigned pay grade of TS-324.
The Office of Facility Planning and Control is responsible for administration of the state's capital outlay budget process, which includes preparation of a preliminary state construction plan. The document outlines state and local projects for possible funding using a mixture of state general obligation bonds, revenue bonds, state and federal cash and often fees and self-generated funds. The proposed construction budget is contained in House Bill 2 which is introduced at regular legislative sessions. The proposed construction budget is sometimes altered during the legislative sessions by lawmakers before becoming law. FPC also administers the state and non-state projects that are ultimately funded and oversees the contracts from planning through construction and project completion.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Three years of the required experience in the following minimum qualification must have been at the supervisory level or above:
A bachelor’s degree in engineering, architecture, business administration, or public administration plus eight years of experience in administrative services or as a licensed engineer or architect.

Job Duties:
Capital Outlay Budget Execution
The incumbent:
• Informs, advises and makes recommendations to the Governor, Chief of Staff, Commissioner of Administration, and Deputy Commissioner of Administration regarding which authorized projects for all state agencies and non-state entities receive funding from lines of credit/sale of bonds. Explains, justifies and defends requests for lines of credit, bond sales, and requests for certificates of impossibility and impracticability before the State Bond commission and requests for priority changes before the Interim Emergency Board (IEB).
• Explains, justifies and defends funding decisions and capital projects to the Joint Legislative Committee on the Budget (JLCB), Statewide Elected Officials, Legislators, Parish and Local Elected Officials, University Presidents, State Agency Department Heads, non-state entities, the media, and others.
• Administers and enforces the State’s Capital Outlay Act for all state agencies and non-state entities. These funds are specifically appropriated to Facility Planning and Control, not to the individual agencies/entities.
• Serves as Administrator and Board Member of statewide boards that select Architects, Engineers, and Landscape Architects on all State Capital Outlay projects (excluding roads and bridges).
• Signs and administers contracts with design professionals, contractors and others.
• Directs the disbursement of and accounting for all Capital Outlay funds in the amount of approximately $3 billion per fiscal year. Involves multi-year appropriations from multiple sources including state, federal, self-generated cash and state general obligation and revenue bonds.
• Plans, develops and implements operational procedures to ensure compliance with federal and state laws and administrative requirements.
• Ensures compliance with all reporting and audit requirements.
• Responsible for enforcement of the Louisiana Building Code and Energy Code for all state buildings across the State.
Capital Outlay Budget Development and Enactment
The incumbent:
• Directs the development of policies, procedures, forms and instructions for all Capital Outlay requests (for both state and non-state entities).
• Directs the development and implementation of standards for review of Capital Outlay requests.
• Informs, advises and makes recommendations to the Governor, Chief of Staff, the Commissioner of Administration and Deputy Commissioner regarding preparation of the Capital Outlay bill.
• Directs the development of the State’s Capital Outlay and omnibus bond bills and the Concurrent Resolution for the adoption of recommendation for the Five-Year Capital Outlay Program.
• Represents the Governor and Commissioner of Administration in presenting and defending the Governor’s Capital Outlay bill before Legislative Committees.
Administration of Statewide Multi-Agency Programs
The incumbent:
• Supervises the administration of statewide programs including:
o Real Estate Leasing
o Hazardous Materials Abatement
o Facility Management
o Energy Conservation
o Roofing, Waterproofing and Preventive maintenance
o Americans with Disabilities Act (ADA) Compliance
o Louisiana Building Code and Energy Code
• Includes authority and responsibility for approving all Real Estate leases for all state agencies including the Office of State Buildings and the Office of State Lands.
• Advises and assists the Commissioner of Administration and Deputy Commissioner of Administration and the Governor on matters relating to the Real Property Management Program.
• Serves in an appointed position on the Board of the Office Facilities Corporation (OFC) and advises the Commissioner of Administration in regard to OFC board action.
• Administers the Disaster Restoration of State Buildings as a result of natural and/or man-made disasters.
o Assessment of Damages
o Developing a system for establishing properties with prioritization for restoration
o Works directly with the Federal Emergency Management Agency (FEMA) and the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) to assess damages and prepare project worksheets
o Administers restoration efforts for all executive branch agencies
o Administers the Design and Construction and restoration and replacement of damaged facilities
o Coordinates disaster mitigation efforts with respect to State Buildings
General Administration
The incumbent:
• Conducts staff meetings and conferences with assistants to discuss the following:
o Operating Issues
o Organization
o Budgetary Matters
o Personnel Matters
o Technical Issues
o Status of Programs and Projects
• Advisor to the Office of Facilities Corporation (OFC). Duties include the following:
o Evaluation of properties to be acquired, constructed, renovated or leased for use as State Office Buildings
o Administration of leases between OFC and the State
o Administration of contracts for renovation projects for OFC buildings
• Makes presentations regarding Capital Outlay to various organizations and gatherings of State and Local Government Officials and trade organizations including the Associated General Contractors (AGC), American Institute of Architects (AIA), and the American Council of Engineering Companies (ACEC).
• Drafts responses to letters to and for the Governor, the Commissioner of Administration and to Legislators, public officials including Mayors, Parish Presidents and others.
• Other duties as assigned.
Additional duties, responsibilities and workload have been imposed on Facility Planning and Control as a result of natural disasters including hurricanes, tornados, floods, health pandemics, etc. Facility Planning and Control works with various disaster recovery agencies (GOHSEP, FEMA) to maintain adequate facilities for agencies to maintain their missions.
The incumbent:
• Administers the recovery efforts by directing staff in the proper procedure for handling all aspects of the rebuilding efforts.
• Directs staff to prioritize the scope of the recovery.
• Directs staff to work with FEMA, GOHSEP, CDBG/HUD and ORM for project worksheets, matching funds, insurance funds to ensure that the State of Louisiana receives the dollars needed to repair all building damaged during the disasters.
• Directs staff to hire appropriate staff to handle increased workload.
• Responsible to the Governor for participating in a team to develop long-term sheltering plans for the State by working with all cabinet leadership.
