Fleet Program Supervisor

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. The Treasury and Payment Services Division is responsible for overseeing all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts, and oversees the agency’s management of the City’s cash balances and its relationships with banking institutions. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board. Payments, Billing, and Refunds is responsible for processing payments for property taxes and property-related charges, business and excise taxes, and parking and camera violations. The division is responsible for communicating amounts due, maintaining the quality of departmental records, and providing customer service to individuals seeking information on making payments or receiving refunds. Payments, Billing, and Refunds performs account adjustments and responds to refund inquiries from the public. The Rental Program is for businesses, such as car rental or leasing companies, which rent or lease vehicles to individuals other than the DMV registered owner. Businesses are given access to web-based reports of their unpaid tickets and have 54 days to submit the correct name and address of the person responsible for the ticket(s). The Department of Finance will then transfer the liability of the ticket from the vehicle owner to the verified ticket recipient. The Fleet Program helps companies to manage their parking tickets by providing web-based reports of outstanding tickets. Participants can create bills and request hearings online. They can enroll in the Fleet Program if a business has one or more commercial vehicles registered or leased under the business' name and address. All parking debt must be satisfied before plates are enrolled. There is no fee to participate in this program. Parking Operations & Planning Division is seeking a responsible individual to work in the Fleet and Rental Unit. With latitude for independent initiative the selected candidate will process the transfer of parking ticket liability from lessors to lessees, process enrollment and termination applications, resolve problems escalated to you by customers, and supervise staff in their daily tasks. Duties and responsibilities will include, but not be limited to the following: - Supervise daily operations within the unit by distributing and monitoring work. Ensure all applications, claims and enforcement initiatives are processed in a timely manner. - Distribute and monitor all weekly, monthly, and bimonthly reports to be mailed by staff. - Monitor and assist staff with preparing checks to be sent to lockbox vendor for processing. - Review and resolve exception cases in the processing of payments made by Fleet and Rental companies. - Provide training for all staff on the fleet and rental policy, process, and laws. - Research payments with the lockbox vendor, system of record (STARS), and other DOF units. - Measure staff performance to determine inefficiencies and delinquencies in performance. - Contact enrolled companies on outstanding judgment debt and possible termination from the program via email. - Review current structure/operation/operation of the programs and develop new operational policies and procedures to improve/enhance functions of program. - Conduct supervisory meetings that include EEO policy. Conference and discipline staff when necessary. - Assist Fleet/Rental Management in ad hoc tasks as needed. - Manage contact update forms on the DocuSign platform and make adjustments to forms as needed and assist staff in handling DocuSign inquiries. - Review complex inquiries from Fleet/Rental participants and work with FIT, Adjudication, Legal, Collections, and other DOF units to resolve inquiries. - Efficiently assign and manage high volume of applications received to the Fleet and Rental unit to ensure timely processing. - Review and analyze new DOF modernized systems for use by the Fleet and Rental unit. - Review and establish processes with new vendors, such as the LockBox vendor, to ensure payments or other Fleet/Rental documents or matters are accurately processed or handled. PRINCIPAL ADMINISTRATIVE ASSOC - 10124 Qualifications 1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or 2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or 3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above; 4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
