Fiscal Officer and Administrative Program Manager
The primary function of this position is to manage and supervise all fiscal activities of the Maine Sea Grant Program at the University of Maine and maintain administrative and fiscal integrity within the budgetary framework of the program. Duties include developing and managing systems for pre- and post-award management of Maine Sea Grant’s federal awards from the National Oceanic and Atmospheric Administration (NOAA) National Sea Grant Program, and extramural funding from other public and private institutions. This position also supports post-award management of grants awarded through Maine Sea Grant’s competitive research and program development solicitations and leads organizational management of systems and databases related to Maine Sea Grant staff payroll, budgets, and reporting. The position requires excellent oral and written communication skills to collaborate effectively with Maine Sea Grant, NOAA, and University of Maine staff and fiscal administrators, and all grant awardees. Typical hiring range for this soft-money funded position is $65,000 to $70,000 commensurate with qualifications and experience. Qualifications: Required: + Bachelor’s degree in business management, accounting, or related field or an equivalent mixture of post-secondary education and relevant work experience. + Expertise in developing management systems and process documentation. + Demonstrated experience building and managing project budgets. + Demonstrated experience with academic institutions’ grants and fiscal operations. + Demonstrated experience with federal grants guidance, rules, and regulations. + Demonstrated ability to collaborate and communicate effectively with internal and external constituencies. + Demonstrated experience using Google Office suite; e-mail; spreadsheets; word processing; electronic databases; and accounting software. + Advanced skills with spreadsheets. Preferred: + Advanced knowledge of federal grants guidance, rules, and regulations. + Demonstrated use of grant system web portals, e.g., grants.gov, etc. + Demonstrated ability to exercise independent judgment and initiate and manage multiple projects and meet deadlines. + Demonstrated flexibility in prioritizing tasks and communicating with team members about priorities as unexpected demands arise. + Experience with University of Maine fiscal systems and processes. + Experience with FileMaker or other database software.
