Financial Specialist
The Director's Office of the Montana Department of Military Affairs provides oversight and support for budgeting, fiscal management, payroll, human resource management, purchasing, information technology, property control, policy development and implementation, and assists with interpretation of rules, regulations and statutes for all programs within the department. The Montana Department of Military Affairs Director’s Office is seeking an innovative, public service oriented Financial Specialist who can effectively assist in the management of finances, tracking funding, and complying with cooperative agreements. *Financial Duties:* * Tracks receipt of funds; reconciles data within various databases; and maintains financial records and supporting documents to ensure optimal management of DMA financial resources. * Manages the financial operations of Department of the Military Affairs (DMA) programs, guides staff with technical expertise, and establishes policies for internal control to ensure thorough compliance with Cooperative Agreements and Federal Grants, and accurate and timely receipt of federal reimbursement. * Tracks invoice payments by accounts payable voucher or interunit journal. * Review outstanding deposits, vouchers, and journals. * Filing and organizing of cooperative agreements, grants, vouchers, and deposits. Assist accountant and budget analyst when needed. * Reviewing, editing, and creating written procedures and processes to continually ensure adequate internal controls. *Administrative Duties:* * Establish filing systems for monthly updates, requests for information, and reports from all DMA divisions * Provide scheduling for events with diverse components, such as large discovery meetings, legislative sessions, and legislative committee events. * Manage schedule for Deputy Director and may assist The Adjutant General and Director's Office staff with scheduling * Other duties as assigned, including, but not limited to, providing backup and coverage for other agency staff; and attending training and continuing education as required. *During the State of Montana Legislative Session (which occurs every other year), this position will undertake a predominantly administrative support role. Duties during this time will include, but are not limited to:* * Compose and prepare correspondence of an official and sensitive nature, including coordinating staff input for correspondence, researching statute and developing responses to congressional and governor's office inquiries. * Design forms and maintain records for collecting and managing information. * Develop and prepare materials for meetings, conferences, and events, such as the OGSM (Objectives, Goals, Strategies, and Measures) Strat Plan, session meetings, discovery meetings, briefings, etc. *Minimum Qualifications: * * Requires education and experience equivalent to a bachelor's degree in business, finance, accounting or closely related field and; * Job-related work experience equivalent to one (1) year working in state government finance (a training assignment may be considered on a case-by-case basis for those lacking the required education or experience). *Required knowledge, skills, and abilities: * * Requires a thorough understanding of financial principles, practices, and techniques especially in regard to state and federal government funding through cooperative agreements. * Must have demonstrated ability to work and engage in diverse working environments within and outside the Department. *Conditions of Employment: Must successfully pass a federal background check* *The following documents must be submitted to be considered for this position (be sure to mark each attachment as relevant): * * *Cover Letter * * *Resume * * *State of Montana Application* **Title:** *Financial Specialist* **Location:** *Helena* **Requisition ID:** *25141997*
