Description
The Financial Services Manager I (FSM I) will supervise and coordinate financial and budget support functions; oversee budget development and monitoring and coordinate budget activities; perform cost-benefit analyses and provide budget recommendations; review and monitor budget to actuals throughout the year and work with managers to resolve problems and discrepancies; maintain budgetary, accounting, and auditing controls; assist in the development, implementation, and interpretation of administrative policies and procedures; and train and supervise assigned personnel. The position reports to the Financial Services Manager II, overseeing budget planning and analysis within the Financial Services Branch of HSA.
The FSM I also maintain current knowledge of federal, state, and County laws, regulations, and policies related to assigned work areas; assists with supervising and coordinating financial support or operations functions within a department, major work unit, or program area which has a County-wide impact. These support functions typically include finance, budget administration, management analysis, contract finance & monitoring, research, program evaluation, or other related functions, and perform related duties as assigned.
The ideal candidate will possess the following:
+ A Bachelor’s degree from an accredited college in accounting, finance, business administration, public administration, or closely related field. Local government experience is helpful.
+ At least five years of increasingly responsible experience performing a wide variety of financial duties in a large, complex public agency with at least two years of experience in budgeting or a specific area of financial responsibility.
+ Working knowledge of cost accounting systems and a thorough understanding of the principles and practices of financing and budget implementation.
+ Ability to build strong, effective relations with executive-level management and staff.
+ Excellent communicator with strong writing, proofreading, and editing skills.
+ Skilled at facilitating workgroups and project management; be collaborative and able to develop and maintain working relationships with staff at various levels of the organization.
+ Ability to be creative, innovative, and proactive in implementing positive process changes.
+ Knowledge of basic accounting and finance principles and practices.
+ Knowledge of government finance, accounting, and auditing.
+ Knowledge of Federal (OMB) grant compliance and reporting requirements.
+ Ability to create special analyses, projections, and reports; and
+ Effective personnel management skills.
Examples Of Duties
Duties may include, but are not limited to the following:
+ Plans and organizes staff assignments related to various projects, continuously monitors financial project milestones and adjusts priorities to ensure efficiencies and projects are meeting goals.
+ Provides professional assistance and support to HSA management and staff in areas of functional responsibility and other financial matters.
+ Researches, analyzes, evaluates, and develops findings and makes recommendations involving complex budget and/or complex financial management issues.
+ Periodically reviews and coordinates with State, Federal, and other governmental entities or funding sources to determine new or improved claiming or funding sources.
+ Supervise and coordinate a variety of financial and operational activities related to the Human Services Agency area of financial function.
+ Maintain financial budgetary and fiscal controls and policy relevant to the area of financial responsibility; perform cost-benefit analyses; provide interdepartmental managers with forecasts of revenues and expenditures.
+ Reviews and evaluates fiscal aspects of contracts with outside vendors, consultants, or organizations.
+ Participate in the administration, monitoring, and evaluation of contracts.
+ Develop and supervise the maintenance of statistical reporting systems of the department; direct statistical research, cost analysis, and program evaluation, as necessary.
+ Select, supervise, train, and evaluate professional, technical, and clerical personnel.
+ Researches and provides reports regarding county/state fiscal issues.
+ Develops and creates user-friendly reports.
+ Provides budget-level multi-year financial plans and works with departments in the development of specific financial plans.
Qualifications
Education and Experience:
Any combination of education or experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain qualify is:
+ Education: Equivalent to a bachelor's degree from an accredited college or university in accounting, auditing, economics, or business administration or other fields applicable to the responsibilities and abilities required by the position
+ Experience: Three years of increasingly responsible experience performing a wide variety of financial duties in a large, complex public agency
Knowledge of:
+ Advanced principles and practices of accounting, research methods, and financial planning
+ Basic principles and practices of County department operations and its administration and organization
+ Advanced principles of financial administration, including public budgeting and reporting
+ Principles of personnel training, supervision, and evaluation
Skill/Ability to:
+ Coordinate activities with other departments, programs, and/or outside agencies
+ Direct and participate in the analysis of a wide variety of moderate to complex administrative/operational problems and make effective operational and/or procedural recommendations
+ Interpret departmental policies, guidelines, and procedures, and develop recommendations for improvements, as necessary
+ Supervise, evaluate, and train assigned personnel
+ Communicate effectively both orally and in writing
+ Perform complex mathematical and statistical calculations accurately
+ Establish and maintain effective work relationships with those contacted in the performance of required duties

Open and Promotional. Anyone may apply. Current San Mateo County and San Mateo County Superior Court employees who have worked with at least six months of continuous services in a permanent or probationary classified position prior to the final filing date will have 5 points added to their final passing score on this examination. A supplemental application form must be submitted in addition to our regular employment application form.
The examination will consist of an interview (weight: 100%). Depending on the number of applications, a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position based solely on the information provided in the application documents. Because of this screening process, all applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
