FINANCIAL MANAGER
Summary You will serve as a FINANCIAL MANAGER in the Force Comptroller Department (N01F) of COMMANDER NAVAL AIR PACIFIC. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Responsibilities You will manage the total financial resources through the development, coordination, and maintenance of an integrated system of financial staff services including budgeting, accounting (non-professional), and management-financial reporting. You will provide in-depth technical expertise in all financial and management resource matters and ensures continuity in sub-claimant budgeting and financial resource management. You will formulate and present budget issues and problems, articulate and defend positions and respond to claimant tasking or queries. You will routinely submit/give critical expert financial advice and recommendations. You will direct fiscal operations involving budget/financial plan preparation, fund distribution, and the management and accounting of the funds. You will establish standards of performance to evaluate cost and efficiency. You will review programs for proper balance, timing, and recommend alternative approaches to effective fund management and program accomplishment. You will identify areas of improvement to the financial plan and initiates appropriate changes. You will be responsible for recognizing and presenting any financial implications on the overall operational plan. You will coordinate revisions to ensure consistent interpretation in the budgeting process. You will measure progress toward program objectives and, in coordination with others, evaluates effectiveness. You will be assigned as the Force Comptroller of COMMANDER NAVAL AIR PACIFIC. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading financial operations through strategic analysis and oversight of budgeting, accounting, audit readiness and travel requirements to ensure optimal resource allocation in support of the commands mission.
