FINANCIAL MANAGEMENT ANALYST - Title 32
Summary This National Guard position is for a FINANCIAL MANAGEMENT ANALYST - Title 32, Position Description Number D2371P01 and is part of the WI USPFO, Wisconsin Army National Guard. Responsibilities As a FINANCIAL MANAGEMENT ANALYST - Title 32, GS-0501-9, you will provide professional wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel pay) support to Soldiers of their assigned State. This position serves as the subject matter expert for day-to-day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed. Professional pay services include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. This position requires continuing independent review of effected pay accounts, and work reconciliations, corrections, and resolution of the most diverse, complex pay conditions of accounts. Requirements Conditions of Employment MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: E1 through E9, WO1 through CW4 and O1 through O3 Conditions of Employment: This is a National Guard dual status technician position which requires military membership. May be required to successfully complete a probationary period. Must be able to obtain and maintain a secret security clearance of the position. May occasionally be required to work other than normal duty hours; comp-time and/or overtime may be required. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Qualifications GENERAL EXPERIENCE: Evaluate applicant's knowledge, skills, and abilities for: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Skill in presenting formal training presentations and briefings; - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: To qualify for the GS-0501-09 level, you must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to: Knowledge of Generally Accepted Accounting Principles, methods, procedures and techniques. Financial and Federal accounting standards, cost accounting standards, managerial accounting, and financial analysis. Experience validating transactions. Experience analyzing particular facts of fiscal transaction problems/issues; verify, evaluate, and interpret data; obtain additional information and interpret pertinent fiscal laws, regulation and precedent decisions, Experience using various accounting system software package applications and computer systems You will be evaluated on the following Competencies for this position: accounting, financial systems, managing and organizing information. At least 2 years of financial management experience preferred. Certificates in the following desired but not required for the position: Certified Public Accountant, Certified Internal Auditor or Certified Government Financial Manager Education Substitution of Education for GS/09 Specialized Experience. Completed master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, Business Administration, Business Management or Finance *You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
