Responsibilities Serve as an expert within the Direct Care Financial Management (DCFM) division on all aspects of Military Treatment Facilities (MTF) budget and accounting functions. Develop monthly reports for assigned programs to include forecasting of problems, patterns, or directed actions. Reallocate and reprogram funds to cover fund utilization flow requirements. Develop recommendations for budgetary adjustments to support unanticipated changes in program operations and/or funding. Develop proposals concerning alternative methods, sources, and timing of financing for substantive programs and applying criteria for evaluating the process and cost effectiveness of accomplishing annual program plans, goals, and objectives. Specialized Experience: One year specialized experience to include: Formulating and justifying annual budget estimates; monitoring and tracking obligations and expenditures throughout execution phase of the annual operating budget; determining variances between actual funds and planned funds; and determining financial impact (good or bad) on financial operations. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
