Oxfam Kenya is an independent prospective Affiliate of Oxfam International. The birth of Oxfam Kenya is a response to Oxfam International’s decision to evolve and build the confederation as a globally balanced and diversified affiliate network.  As an autonomous member of the confederation, Oxfam Kenya's affiliation is expected to promote social change in Kenya, bring Kenya's voice to the wider confederation, and amplify the East African and Pan African voices.

Oxfam is a worldwide development organization that mobilizes people's power against poverty. It is a confederation of 22 organizations (‘affiliates’) working together with partners and local communities in over 79 countries.

ORGANISATION’S PURPOSE

A transformed Kenyan Society that challenges poverty and inequality to claim their rights. Oxfam Kenya will work to foster systemic change and strengthen systems across areas we work in with more localized leadership in the development and humanitarian spaces.  This will be realized through a One Oxfam Programme approach by implementing four key programmatic focus areas with specific goals that will contribute to the vision. These are: -

Governance and Accountability: Maximizes civil society space and ensures more equitable raising and spending of financial resources at the county and national levels. Natural Resources: Poor and marginalized communities get a fair share of natural resources and their Gender Justice and Women’s Rights: Women gain power over their lives to participate in and contribute to public life. Humanitarian Systems Strengthening: The severity of future humanitarian crises in Kenya is reduced.

JOB PURPOSE

The Finance Manager is responsible for ensuring effective and integrated financial functions for Oxfam Kenya.  Providing strategic oversight and implementation of financial strategies, policies and procedures that respond to the changing demands and priorities of the country programme.  S/he will respond innovatively and effectively to the financial support needs of the programme team. In addition, the Finance Manager, contributes actively to timely and correct finance management aligned to the organization’s objectives and priorities to the programme.

KEY RESPONSIBILITIES

 Strategic and Financial Management and Support

Participate in strategy formulation as a member of the Senior Management Team (SMT) providing strategic business or management related advice. Develops cost effective frameworks and coordinates the implementation of initiatives to promote the maximization of impact from limited programme resources. In liaison with the Programme team, develops a Partnership Strategy that takes forward the Change Strategy and translate the Oxfam Global Partnership Policy for local use. Be the main contact point for information for the Region and Oxford on all matters relating Builds and maintains relationships with other key stakeholders including Oxfam in Africa, OI Shared Services, OGB Head Office, the EA Node and Partner Affiliates in order to ensure smooth and collaborative ways of working. Provides financial reports for Oxfam International (OI) and the OICD, EA node (where appropriate) to meet expected standards and requirements in accordance with periodic schedules in a timely manner.

Compliance and risk management

Supports the Oxfam Kenya Executive Director to achieve the programme objectives and reduce risks associated with the programme around legality and compliance issues and alert the OKE ED of any imminent risks. Proposes organisational ways of working including managing partnerships and keeping track of risks. Minimises programme risk through better financial accountability and compliance including coordinating the implementation of both external and internal audit recommendations. Reviews and where necessary supports programme teams to formulate partnership contracts, supplier’s contracts that align to policy and mitigate financial and operational risks. To support the programme teams through relevant financial and related contextual information gathering, monitoring situation, consolidating and reviewing proposals and financial reports as required. Designs and improves systems and tools to promotes internal and external accountability in financial management. Encourages behaviour that supports a cost effective, anti-fraud culture across the Country Programme. Responsible for accurate and timely submission and filing of statutory returns to the relevant government departments. Ensures compliance to donor contract conditions including timely submission of donor reports.

Finance and Systems Management

Leads on Financial and Information Systems policy and procedures matters, ensuring that the programme is informed about all developments related to financial policy from affiliates and Oxfam in Africa. Has a direct responsibility for management and oversight of all finance systems and personnel with a strategic remit - taking note of changing external and internal environment in financial and economic conditions and advising on responses to these. Determines and responds to opportunities presented by external regulatory provisions so as to support cost effective programmes, providing relevant information to facilitate such processes. Designs and supports the adoption of tools for management information and reporting purposes. Advises the finance team on quality, output and the development of mechanisms to ensure adequate checks and management level verifications. Advises programme managers of any changes/developments in government policies, statutory and legal requirements in Kenya which may impact on the finance function. Advises, trains and enforces compliance with mandatory procedures and Oxfam Kenya software/systems. Lead in annual and donor budgets process for Oxfam Kenya Programme ensuring that these are developed accurately and monitored in a timely manner. Manages key aspects of the Country Program’s financial activities in line with the organizational policies and procedures and legal as well as statutory requirements.
