The
Forest Governance, Markets and Climate Phase 2 (FGMC2) programme, is a flagship
UK government initiative funded by the UK Foreign, Commonwealth &
Development Office (FCDO). Building on the success of the first phase, FGMC2
aims to reduce illegal and unsustainable use of forest resources while
supporting forest-dependent communities.
Palladium
will be delivering the role of Portfolio Project Manager (PPM) on FGMC2. The
PPM is a central delivery mechanism within FGMC2, responsible for mobilising
and managing a portfolio of technical assistance (TA) projects. These projects
are designed to be country-led, adaptive, and transformational—supporting legal
and policy reforms, institutional capacity building, traceability systems, and
inclusive stakeholder engagement.
The role:
The
Finance and Portfolio Officer will play a pivotal role in the day-to-day
financial management of the core PPM team, while also collating and analysing the
finances of the portfolio of TA projects, which will be reported on by
downstream finance teams. In close collaboration with the Portfolio Manager,
they will lead quarterly financial reporting and invoicing across the portfolio,
as well as monthly forecasting to FCDO. The role will also entail project and
operations management with the Finance and Portfolio Officer contributing to work
planning, maintenance of systems and processes set up by the PPM, as well as
contracts and compliance management.
Primary Duties and Responsibilities:
Financial Management
- Lead financial forecasting, identifies and corrects errors (budget forecast and Cobra, financial analysis using costpoint). Financial forecasting is done in close collaboration and with input from the project team.
- Lead on the preparation of client’s invoices.
- Reviews and processes invoices from consultants, subcontractors, and vendors for timely and accurate submission in accordance with project requirements and Palladium procedures
- Review and process payment for reimbursable expenses and PAFs.
- Oversee payroll and FTRs.
- Lead on accruals, compiling finance section on the IPRs, internal spot check spot checks and audit preparation.
- Prepare financial analysis and trends for the Project Director, Team Leader and Portfolio Manager.
Operations and Project Management
- Supports the maintenance of workplans, pending task lists, team trackers and TA dashboards.
- Serves as the project’s liaison between all internal stakeholders (finance, compliance, HR, security, senior managers, etc.).
- Manage subcontracts and third-party vendor contract to address contractual and payment matters as needed.
- Processes contract action requests (i.e., travel, personnel additions/changes, partner, grant, budget realignment).
- Lead on compliance tasks such as due diligence, timesheet, project specific policy and procedure developed in alignment with project-related compliance.
- Oversee assets management and disposal.
- Lead or support on other administrative and logistics task as required.
