The Field Operations HR Manager is responsible for delivering HR functions and actions aligning with business objectives at large construction project field locations. This role will work as the manager of the on-site field HR team, delivering human resource-related support for the Project team, as well as acting as an employee champion, and change agent. The HR Manager is crucial in executing and improving the “Field HR” delivery model, used throughout the entire Kiewit organization. A successful person in this role maintains an effective level of business literacy about the projects schedule of completion, key performance indices, current objectives, culture and competition.

**District Overview**
Kiewit Power Constructors (KPC) provides construction services for Power Generation in the United States using a union labor craft force. KPC builds major EPC power plant and solar farm projects throughout North America.
**Location**
This position is based on a project in Homer City, Pennsylvania.
**Responsibilities**
**Workforce Planning**
• Create a craft labor management strategy to ensure there are no gaps in labor service.
• Liaise with union dispatch to fill craft needs, leveraging internal resources in areas where labor is limited.
• Create and apply project mobility policy consistently to staff from diverse markets and districts.
• Create Notice of Assignment (NOA) templates for staff transfers and relocations, submit NOA tickets, ensure the integrity of the workforce planning tool.
**Recruiting**
• Participate as needed in boots-on-the-ground/grassroots craft labor recruiting campaigns to supplement union labor and bring travelling craft in through the Local Hall.
• Conduct local staff/project full cycle recruiting, work with staffing agencies for local/contract hires.
**Onboarding**
• Facilitate logistics for craft indoc and Safety orientation.
• Create a project welcome packet for staff and craft, ensuring staff new hires and transfers transition smoothly to the project.
**Cost Control**
• Ensure the Project Mobility Policy is consistent with the labor study and applied correctly.
• Conduct pay additions audits.
**EEO Management**
• Mitigate EEO issues and address employee relations concerns, including conducting EEO training, responding to potential EEO violations, resolving ER concerns, acting as an advisor to managers, and owning the project HR Compliance program.
• Act a as a site point of contact for Employee Relations investigations, conduct intake for employee concerns.
**Training & Development**
• Work with the project engineer to create and help execute the project development plan.
• Hold managers accountable to Performance Management execution in Right Time Feedback (RTF).
• Ensure staff are available to attend Corporate or Technical training.
**HR Cycle Management at Project level**
• Act as an extension of the district HR Business Partner on the job site.
• Execute project Intern Program.
• Execute project staff performance reviews.
• Assists HRBP with early career new hire/intern planning, district headcount splits, and assignment planning.
• Provide Benefits open enrollment communication.
**Qualifications**
• 5+ years of progressive HR experience, with a working knowledge of multiple human resource disciplines
• 8+ years of professional work experience
• Construction industry experience preferred
• Previous experience as an HR Business Partner, HR Manager, and/or HR Generalist preferred
• Experienced HR professional who can strike a balance between systems thinking, HR program execution and process innovation
• Proven ability to take initiative and build strong and productive personal relationships
• Sound business acumen, strong analytical skills, and high attention to detail
• Ability to relocate for future growth opportunities in HR preferred
