FFPSA Supervisor
Job Description THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $79,473- $91,394.00 THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ASSOCIATE STAFF ANALYST (NM). The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record. The Health and Human Services Payment units are responsible for ensuring that all agency contract, subsidy, and administrative payments are issued to contracted vendors in a timely manner and in accordance with governing directives so that critical services are provided to children and families served by ACS. The HHS-PASSPort Payments unit’s scope includes processing payments to 94 vendors on more than 319 contracts through the MOCS Procurement and Sourcing Solutions Portal (PASSPort). These programs are complex and require expedient processing of invoicing. Payment types include Preventive Agencies; Non-Secure Detention (NSD); Non-Secure Placement (NSP); NSP Aftercare; Limited Secure Placement (LSP), Community Partnerships; Parent Advocate, Child Welfare Consultant Contracts, and Discretionary Contracts. Payments processed by the HHS-PASSPort Payment Services Unit total more than $319 million annually. The Family First Prevention Services Act (FFPSA) Supervisor will be responsible for leading data reconciliation and monthly tracking reports and will work closely with both HHS PASP, SSPS data and SFS Claiming teams. Typical duties include but are not limited to: - Supervise FFPSA staff analyst activities, attendances, staff meetings reviews work completed with quality standards and milestone expectations to meet program objectives and ensure adherence to mandates. - Control the collection and analysis of statistical and other quantitative data by supervising and guiding staff in the production of summary descriptive and projective consequences for agency assessment, to report findings to management for decision-making purposes. - Train staff in of work activities, holds individual and unit informational meetings, inviting and answering questions and demonstrating and providing examples of proper work methods, to increase employees' areas of competence. - Respond to requests for payment information and clarification. - Perform FFPSA invoice review reconciliation / reviewer for all FFPSA invoice types. - Perform SSPS data entry on a regular basis as assigned by SSPS Director - Perform Primary back-up when Director is out of office - Ensure compliance with procedures that meet Agency, State and Federal regulations and meet citywide directives and Procurement Policy Board rules requiring timely processing of invoices. - Perform related tasks, as necessary. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or 2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above. 3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above. 4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above. 5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
