FEMA Unit Lead - Disaster Recovery - Hybrid (Puerto Rico)

Our ICF Disaster Management Team is adding a Unit Lead - FEMA to support Disaster Recovery efforts in Puerto Rico. This is a full-time benefits eligible position located in Puerto Rico, Hybrid schedule. This position might require traveling to subrecipient offices or COR3 office within Puerto Rico.

This role will assign and monitor Grant Analyst caseload related to either outreach efforts or production. Provide oversight to ensure quality control and on-time delivery of assigned cases. Monitor workload, and job assignments. Ensure case management notes are being inputted properly into the system of record. Be the first line of QA/QC to confirm case file is accurate, timely and complete.

Compensation: While the range below is broader, this position will offer a base salary in the Mid 60's, non-negotiable.

Role and Responsibilities:

• Lead a team of up to 8 Analysts.

• Monitor status of RFRs from Grant Analyst assignment through submission to Ready to Pay in DRS.

• Coordinate, anticipate, and participate in resolution of project related issues and concerns.

• Optimize procedures and maintain communication and focus.

• Maintain and track each RFI associated with an RFR assigned to the Unit in the project report management information system.

• Keep Supervisors informed on issues, problems & resolutions.

• Ensure the technical quality and accuracy of client deliverables.

• Provide technical assistance to subrecipients relating to project related issues, development of RFRs, DRS challenges, submission concerns and proposed solutions.

• Participate in the delivery of workshops and training series as approved by COR3, for subrecipients and/or ICF and COR3 grant management staff, with a focus on outreach and grant management process and guidelines.

• Collaborate with Subrecipients on obtaining missing documentation in order to develop RFRs for applicants’ to submit working capital advance requests, reconciliation, and/or surveys, respond to RFIs, all in a timely manner.

MUST HAVE Requirements: (no exceptions)

• Bachelor’s Degree in finance, accounting, or other related fields; 3 years of FEMA Public Assistance Grants Management experience can be substituted for Bachelor’s degree.

• 2 years’ experience in FEMA Public Assistance Grants Management with 18 months’ experience working on the COR3 Grants Management project.

• Willing and able to travel as required for program needs.

• Bi-Lingual and fluent written and verbal communication skills in both English and Spanish.

Preferred Skills: (These may set candidates apart)

• 3+ years of Microsoft Excel using advanced formulas, pivot tables and vlookups. May be asked to demonstrate.

Professional Skills: (You will bring these with you)

• Strong leadership, time management and organization skills required.

• Excellent written and verbal communication skills in English and Spanish.

• Knowledge and use of Data Management Systems.

• Superior customer service skills, ability to listen, facilitate and negotiate problems.

• Excellent written and verbal communication skills in Spanish and English.

• Strong computer skills including MS Office (MS Teams, Excel, Word, PowerPoint). May be asked to demonstrate.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$60,637.00 - $103,083.00
