ICF’s Disaster Management Division is seeking a FEMA Hazard Mitigation 406 Specialist, Level II, to assist in managing Federal Hazard Mitigation projects. This position is Hybrid in the Tampa/Hillsborough County, Florida area and remote at home. This initial project will be 2 weeks Tampa area and 2 weeks remote work from home, alternating and continuing.
This position requires experience in 406 Grant Programs. This opportunity presents a great chance to assist in rebuilding communities after disasters strike. You will work closely with Subrecipients assisting them with their recovery efforts. MAKE A DIFFERENCE IN THE WORK YOU DO!!!!
Definition: FEMA Public Assistance (PA) is a program provided by the Federal Emergency Management Agency (FEMA) that provides financial and direct assistance to states, tribes, and territories when authorized as part of a presidential declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The program provides supplemental grants to state, tribal, territorial and local governments, and certain types of private non-profits so communities can quickly respond to and recover from major disasters or emergencies. PA can fund the repair, restoration, reconstruction or replacement of eligible public or certain nonprofit facilities or infrastructure damaged or destroyed by a disaster. This is not health or social services.
Key Responsibilities for 406 Mitigation:
• Work with State counterparts in identifying mitigation opportunities.
• Assist Subrecipients with writing their 406 Hazard Mitigation Proposals.
• Build and maintain relationships with State counterparts and Subrecipients.
• Ensure that the Scope of Work is concisely written and is clearly defined.
• Ensure that budgets are thorough and accurate and fall within the FEMA guidelines of eligible activities.
• Assist Subrecipients with gathering all needed documentation to complete the grant applications and BCAs.
• Coordinate Environmental Reviews or any Environmental Documentation required with ICF’s Environmental Team.
• Work closely with ICF’s Benefit Cost Analysis Staff and coordinate any required Benefit Cost Analysis. Provide any documentation requested by ICF’s BCA staff.
• Reviewing hazard mitigation project applications for accuracy and completeness prior to FEMA submittal; follow up with Subrecipient with any outstanding documentation needed.
• Manage and monitor grant applications to ensure project implementation is on track with project timeline in application.
• Develop Quarterly Reports.
• All administrative tasks associated with projects.
• As requested, review any Damage Description and Dimensions to identify mitigation opportunities.
• Coordinate Cost Estimates for the proposed mitigation measures with the Cost Estimating Team.
• Review hazard mitigation proposals to ensure they are cost effective.
• Process projects using ICF’s Disatrax program.
• Review proposed projects for any Appendix J opportunities.
• As needed, provide technical assistance to our State Counterparts and/or Subrecipients.
• Review FEMA supporting documentation in FEMA Grants Portal.
• Develop Hazard Mitigation documents, templates, and checklists.
• Conduct site visits of damaged facilities/structures, if needed.
• Present training to the staff, client and/or others.

MUST HAVE Qualifications:
• A bachelor’s degree.
• 5+ years of experience in FEMA Public Assistance with strong FEMA 406 Mitigation background.
Preferred Skills/Experience: (These may set candidates apart)
• Construction background (non-residential).
• Certified Floodplain Manager.
• FEMA Grant Management process knowledge, including grant life cycle.
• Knowledge of federal and state disaster management programs.
• Knowledgeable of FEMA’s policies and the 44 CFR.

• Ability to adapt to changing priorities and work in a fast-paced environment.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$66,701.00 - $113,391.00Florida Client Office (FL88)
