Summary This position is located at Fort Bliss, Texas. This position is eligible for the NAF benefits package and leave accrual. Responsibilities Provides program oversight and accountability for the performance of FCC providers to include training and development, safety and accountability, and adherence to FCC home policies. Actively recruits and certifies FCC providers and supports processes and inspections to open new homes. Works with Parent and Outreach Services to manage childcare waitlist and priority placement. Works cooperatively with other CYS services and CYS Coordinator for continuity of all programming. Prepares reports and record keeping to include: USDA, subsidy, annual and monthly reports, etc. Requirements Conditions of Employment Qualifications Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate (child development, early childhood education, home economics (with early childhood emphasis), elementary education, or other fields appropriate to the position to be filled. OR A combination of education and experience as follows:Successful completion of at least 24 semester hours in a major course of study in education or appropriate CYS field as indicated above, plus appropriate work experience that provided knowledge skills and abilities directly related to the duties described. In addition candidates must possess: 1. Twenty-four (24) months working in child and/or youth programs. 2. Program administration experience in child and youth programs (includes public schools and recreation program administration). 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Ability to communicate effectively orally and in writing in English. 5. Comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences. 6. The physical ability to lift and carry up to 40 lbs, walk, bend, stoop and stand on a routine basis. Duties may involve working both indoors and outdoors. PCS Costs Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses Incentives will not be paid. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
