Responsibilities You will provide facilities support contracts (FSC) horizontal leadership and is responsible for Community Management, Budget and Processes within the FSC Product Line. You will develop policy and guidance for the effective management and execution of the FSC program. You will develop performance metrics to measure the efficiency and effectiveness of the Navy-wide FSC program. You will provide direct technical and administrative supervision to necessary personnel. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Formulating and executing base operating and support contracting plans to support high priority mission requirements; 2) Developing and executing template specifications, performance-based service acquisitions (PBSA), cost estimates, economic analysis, project schedules (including CPM), and performance assessment plans.; 3) Utilizing knowledge of contracting laws and policies, including techniques of contracting operations and detailed contracting requirements to the administer Facilities Support Services; and 4) Providing guidance and direction on Facility Support Contracts and budgeting.
