Facility Program Manager (PMOP Coordinator)
Summary The Facility Pain Management, Opioid Safety, and PDMP (PMOP) Coordinator supports the Facility Pain Point of Contact (POC)/Clinical Leads in the coordination of pain management, opioid safety, and prescription drug monitoring program (PDMP)-related initiatives and implementation of VHA and the Joint Commission standards. The Facility PMOP Coordinator works in close collaboration to ensure implementation of the PMOP initiatives. Responsibilities Major duties include but are not limited to: Participates in the appropriate, effective, and safe use of pharmaceuticals by contributing to criteria development, data collection, quality assurance and drug use evaluation and other quality improvement activities for core practice area(s) and pain management. Serves as the pharmacist subject matter expert on assigned pain management related committees and subcommittees. Supports and promotes compliance with established drug therapy policies, formulary management and criteria or prior authorization requirements that have been approved by national, VISN, or local pharmacy benefits management (PBM) and focuses on quality patient care in a cost-effective manner. Participates in and facilitates departmental and organizational compliance with The Joint Commission (TJC), Office of General Counsel (OIG), and other applicable regulatory and accreditation regulations and guidelines regarding patient safety and care. Supports efforts to improve performance metrics specific to pain management. Participates in Pharmacy and Therapeutics (P&T) committee functions and assignments as required. Maintains effective interdepartmental relationships by committee membership, barrier resolution, active problem resolution skills, and close cooperation with other services in accomplishing the medical center mission and goals. Works in close collaboration with the Facility Pain POC, Primary Care (PACT) Pain Champion, Academic Detailing pharmacists, the Pain Management Team (PMT)/Pain Clinic team members and other facility stakeholders. Supports a high functioning Pain Committee that includes stakeholders from across the facility, and supporting subcommittees, task forces/work groups as indicated. Develops processes/procedures to ensure implementation and compliance with national policy related to pain management, opioid safety and risk mitigation strategies, Overdose Education and Naloxone Distribution (OEND), management of Opioid Use Disorder (OUD), initiatives in compliance with national policy, clinical practice guidelines, and regulatory requirements. Supports review of community provider opioid prescribing practices as required by the MISSION Act Section 131. Supports OSI reviews, data-based risk reviews for opioid-exposed patients (including Stratification Tool for Opioid Risk Mitigation (STORM) data based reviews), and other interdisciplinary pain care forums. Supports and tracks full implementation of the Stepped Care Model for Pain Management (SCM-PM), including a high functioning PMT/Pain Clinic at the facility, and access to a tertiary pain center within the VISN per PMOP guidelines. Facilitates implementation of an OUD stepped care model within the facility, in particular for Step 1 of the Stepped Care for Opioid Use Disorder (SCOUTT) program expansion, i.e. within PMTs/Pain Clinics. The Facility PMOP Coordinator provides clinical care delivery equivalent to at least 20% of their time. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Language: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Exception. Non-licensed pharmacists who otherwise meet the eligibility requirements may be given a temporary appointment at the entry level as a Graduate Pharmacist under the authority of 38 U.S.C. § 7405(c)(2)(B). The appointing official may waive the requirement of licensure for a period not to exceed 2 years for a pharmacist that provides care under the supervision of a licensed pharmacist. For grade levels above the GS-11, the candidate must be licensed. Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Experience and Education. In addition to the basic requirements, candidates must meet one of the following: 1. One year of experience equivalent to the GS 11 grade level, OR; 2. Completion of an ACPE-accredited Pharm.D. program Also, must have 1 year of experience equivalent to the next lower grade (GS 12) level. Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities (KSAs): Ability to negotiate to influence clinical and management decisions Ability to effectively communicate orally and in writing regarding complex clinical and 7 technical issues. Skill in utilizing regulatory and quality standards to develop and implement operational programs. Skill in managing multiple people or programs. Skill in utilizing available resources to support the mission and goals of the organization. Ability to plan, organize, and direct the functions of the pharmacy staff Preferred Experience: PGY2 Pain Management pharmacy residency or PGY2 Psychiatric Pharmacy residency with a pain management component, and/or 3 years of experience in pain management setting. Physical Requirements: Physical movements involve completion of routine pharmacy functions which include but are not limited to significant computer work/typing, prescription order entry and processing, contact of patients (both face to face and via phone).
