Function Statement:
The overall function of this position is to serve as the District 03 facilities maintenance manager, responsible for managing activities related to planning, scheduling, inspecting, documenting and maintaining the districts facilities, which total approximately 186,000 square feet, in the eight parish area. This position reports directly to the Assistant District Administrator of Operations. The incumbent is responsible for continually developing and implementing a safe and cost effective facility maintenance program, aimed at preserving assets and optimizing the function of all facilities, while adhering to budgetary constraints, policies and procedures. This incumbent will assist in the preparation of letter bids, construction plans, specifications, and inspections of District wide facility projects, and must be self-motivated, able to perform duties with minimal direct supervision, and must also be knowledgeable of maintenance processes in order to interpret unforeseen conditions that may impact District functions.

Minimum Qualifications
Five years of experience in the building construction trade or building maintenance; or in road or bridge construction or maintenance; OR
Completion of a two-year training program in general building construction, construction technology, or engineering plus three years of experience in the building construction trade or building maintenance; or in road or bridge construction or maintenance; OR
Eighteen semester hours in a construction field or engineering plus two years of experience in the building construction trade or building maintenance; or in road or bridge construction or maintenance.

Job Duties and Other Information
Job Duties:
DOTD facilities include buildings and all facility equipment. Examples include HVAC systems, back-up generators, electrical systems, security lighting, sewer systems, wash racks, fencing, and other facility needs not mentioned herein, but are necessary for the District to function effectively and efficiently.
The incumbent is required to have a working knowledge of commercial construction, building maintenance, and the safe operation of tools and equipment. This position requires the incumbent to advise and/or respond to emergencies on a 24-hour basis as needed.
The incumbent will participate in appropriate DOTD structured training programs and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
+ Manages the District 03 HQ facilities as well as all other DOTD facilities throughout the district to ensure that the facilities are inspected and properly maintained, and that needed repairs are scheduled, performed and documented.
+ Coordinates with the Engineer 7- Bridge for repairs to the movable bridge houses and other bridge related facilities.
+ Coordinates with the Roadside Development Herbicide Coordinator to ensure rest area facilities (areas not covered by the Bureau of Tourism) are maintained and operational, including sewer and water supplies
+ Tracks facility maintenance/repairs and ensures plant maintenance work orders are coded correctly and completed.
+ Reviews all deficiencies reported on building inspections/hazard control logs and tracks the progress until the deficiencies are corrected. Progress tracking includes contacting outside vendors, obtaining repair quotes and approvals, receiving the repair invoice, and delivering the invoice to accounting for payment.
+ Serves as necessary on committees and acts as a consultant to other committees for facility related matters.
+ Consults with other state agencies, directors, architects, project managers, contractors and contract engineers as necessary.
+ Develops a District facilities maintenance program aimed at identifying all needs and prioritizing those needs according to budgetary constraints, and, building a preventative maintenance schedule to respond to needs in a proactive manner.
+ The incumbent manages an operating budget in excess of $100,000, in addition to facility contract work, which varies each fiscal year.

30% Supervision
+ Supervises and delegates job duties for subordinate personnel in the maintenance, repair and renovations of all District 03 facilities. Implements and directs training and safety programs for all subordinate personnel.
+ Research, contact and coordinate with outside vendors for repair work as needed, documenting who performed the repair work, the date of repair, cost, and warranty information.
+ Provides supervision and broad direction for the installation, maintenance, and repair of all facility utilities.
15% Safety
+ Manages and mitigates facility safety issues addressed by the Safety Committee, or as identified through other inspections.
+ Ensures quarterly facility inspections are completed.
+ Manages maintenance contracts on building equipment as needed.
+ Manages and inspects other facility assets such as drainage structures, drives (grading, etc.), truck wash-rack areas, and subsurface drainage.
+ Coordinates with the Business office and Safety as needed during the annual fire extinguisher inspection/exchange program.
+ Attends annual safety audit building walk-throughs during the district's loss prevention audit.
10% Financial
+ Coordinates with the Business office when salvage piles on the yard need to be auctioned and sold, and is the point of contact for buyers when removal occurs.
+ Approves work performed by vendors and provides the Business Office with a final invoice for payment.
+ Manages budget of subordinate unit.
+ Coordinates with the District ADA of Business and ADA of Operations to ensure that the District's property exposure report is accurate, and, is a valid representation of all insured buildings/structures. Also assists with the management of slab report numbers and naming conventions for all structures, including facility maps.
+ Assists with writing building repair specifications as needed.
+ Manages and updates the utility location maps for the facilities.
5% Emergency Operations
+ May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
