The Division of Facilities Management - Southern Division
The Division of Facilities Management exists to plan, design, construct, operate, maintain, and manage the Colorado Department of Human Services (CDHS) facilities and campuses according to all applicable standards in a manner that promotes the CDHS mission of providing a safe, sanitary and effective environment for clients, youth, residents, consumers, and staff and enhances the quality of life in CDHS facilities and campuses.
Facilities served: Colorado Mental Health Hospital in Pueblo (CMHHIP), Pueblo Regional Center (PRC), Department of Corrections (DOC), Division of Youth Services (Zeb Pike, Spring Creek and Pueblo Youth Services Center) and the Veteran’s Community Living Centers in the Southern District.

PLEASE READ THE ENTIRE JOB ANNOUNCEMENT PRIOR TO COMPLETING THE APPLICATION.
This position directs the Department of Human Services, Southern District’s Division of Facilities Management. Position Is responsible for planning, managing and implementation of all programs associated with the delivery of services. This includes managing the budget, resource allocation, staffing, policy and procedure development, prioritizing projects and work, supervision and delivery of services in a cost effective and timely manner. Position functions as a member of the statewide DFM management team and participates in statewide resource allocation, development of standards and program requirements, and technical review of buildings/infrastructure to determine compliance with internal standards and regulatory requirements. Develops plans for funding requests for repairs, renovation and new construction. Position Is responsible for 113 buildings totaling 1,900,000 sq, ft, located at multiple sites totaling approximately 400 acres of grounds and buildings. Manages approximately 178 personnel through subordinate managers by setting performance goals and standards, hiring, promoting, performance evaluations, disciplinary matters, training, resolving conflict, and resolution of problems. Functions as the Appointing Authority for the Southern District DFM. Forecasts and track expenditures, approves purchases, negotiates agreements and contracts, develops long and short-term plans and goals. Manages service and construction contracts, by developing scope of work, performance specifications, bidding and contracting, and monitors and evaluates the performance of contractors. Manages capital assets. Functions as liaison with the Office of Administrative Solutions central office. Coordinates services with agency Directors in the SouthernDistrict. Supports and coordinates controlled maintenance, capital construction and capital equipment replacement programs. Manages the assignment, maintenance and allocation of equipment and fleet vehicles. Responsible for regulatory and rule compliance of facilities related to the NFPA, ADA, OSHA, HCFA, TJC, ACA, EPA and related regulatory requirements and programs. Responsible for the standardization of processes and systems that are consistent statewide.
Positions manage the daily operation of multiple work units to include housekeeping, maintenance, grounds and garage through subordinate professional program supervisors. Positions determine the annual business plans that integrate with the agency’s mission and goals, determine implementation policies and guidelines, develop budgets, establish staffing and directly control the work of others as a second-level supervisor. Work involves directing the implementation of policies, rules, and regulations. Performs other duties as assigned.
Statewide:
As a member of the statewide DFM management team, participates in the assessment and evaluation of business needs, best practices and resource management. Formulates operational improvements with other DFM managers to enhance service levels and support operational needs of DFM functions. Jointly develops program policies, procedures, guidelines and budget to ensure achievement of agency goals and objectives. Assists in mentoring DFM functional groups to enhance their business knowledge and support their specific missions for increased efficiency. Assists in determining equipment and material standardization programs, compiles outlay requests, coordinates purchase and placement of equipment Defines and quantifies standards, techniques, cleaning methods and inspection process to ensure statewide levels of housekeeping services.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:
Applicants must have 10 years of progressively responsible experience in Facilities Management. This 10 years of experience must have included at least 4 years of the following:
+ Experience as a supervisor or manager in Facilities Management
+ Experience with progressive discipline and performance management
+ Experience with facilities management functions, roles and responsibilities in large complex buildings
+ Budget development and budget management experience
OR
Education and Experience:
A combination of related education such as Engineering, Architecture, Urban Planning, Construction Management, Construction Project Management, Facilities Management, etc. and/or experience as described above equal to ten (10) years.
Employment history is calculated on a full-time basis (40/hours per week). Part-time employment is calculated on a prorated basis to determine qualifications. Preferred Qualifications:
+ Facilities Management Leadership experience over a large organization that included maintenance, custodial services, grounds and fleet services.
+ Strategic planning experience.
+ Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list.
+ Extensive experience with personnel/performance management
+ Facilities Management experience in the following settings or other similar settings: behavioral healthcare facilities, juvenile detention centers and facilities serving people with disabilities.
+ Extensive experience in maintenance operations within large campus environments
+ Extensive experience in custodial operations within large campus environments
+ Experience with Fleet Management Operations
+ Experience in grounds operations within large campus environments
+ Experience with Facilities Management regulatory compliance and conformance in behavioral healthcare facilities, juvenile detention facilities and/or facilities serving people with disabilities
+ Computer proficiency with Maximo, Archibus, AutoCAD, Google and Microsoft Suite

+ Must successfully pass a Tuberculosis (TB) test.
+ Must be available for after hours calls to ensure Southern District is performing essential and/or emergency services without delay and/or without interruption.
