Position Summary
PKS-1P JV LLC is currently seeking Facilities Functional Support Assistant to provide services in USAG Humphreys, Pyongtaek, South Korea . In preparation to bid on this contract, we seek qualified candidates willing to be included in our proposal as interested and skilled individuals
Essential Duties & Responsibilities:
+ Provide expert guidance on Military Construction (MILCON) projects, including DD1391 programming, engineering support, and scope development for major repairs, renovations, and clinic replacements across DHA Korea Market facilities (e.g., Brian D. Allgood Army Community Hospital, Camp Humphreys clinics, Camp Casey clinics). Conduct design reviews for projects ranging from major repairs to MILCON-level initiatives, ensuring compliance with The Joint Commission (TJC), National Fire Protection Association (NFPA), and Department of Defense (DoD) Unified Facilities Criteria (UFC) standards.
+ Support the preparation and review of Congressional notifications under 10 U.S.C. § 2811 for repair and construction projects, ensuring accurate project justifications, cost estimates, and compliance with statutory requirements. Coordinate with senior stakeholders, including the Assistant Secretary of the Army (Installations, Energy and Environment), Installation Management Command (IMCOM) HQ, and DHA Facilities Enterprise leaders, to secure approvals and funding for facility projects.
+ Provide expert inputs for project justifications and planning related to ROK-funded construction programs, leveraging knowledge of bilateral agreements and local regulations to align projects with DHA and MEDDAC Korea objectives. Advise on integrating ROK-funded initiatives with U.S. Army facility requirements, ensuring seamless execution and compliance with both U.S. and ROK standards.
+ Assist in developing scopes of work, programming out-year clinic replacements, and planning facility upgrades to support the evolving mission set of DHA AOR6 facilities. Provide consultation on healthcare facility standards, offering technical insights to enhance operational efficiency and patient care environments.
+ Deliver targeted training and mentorship to local staff on MILCON processes, Congressional notification requirements, and healthcare facility standards to mitigate challenges from high staff turnover in the Korean Market. Share corporate knowledge to ensure continuity and progress of facility projects despite the dynamic operational environment.
+ Coordinate remotely with customer points of contact (POCs), DHA Facilities Enterprise, US Army Garrisons (e.g., USAG Humphreys, Camp Casey), Directorate of Public Works (DPW), and Corps of Engineers personnel in Korea to support project execution. Prepare and deliver briefings (virtually or in writing) to government officials on project status, challenges, and recommendations, ensuring alignment with DHA and MEDDAC Korea goals.
+ Review and provide recommendations on cost estimates, design proposals, and project documentation to ensure accuracy and compliance with federal and military regulations. Support facility assessments and site preparations, particularly for medical equipment installations, to meet DHA operational standards.
+ Expertise in applying EDAC principles to design and manage medical facilities, optimizing patient outcomes, staff efficiency, and operational performance in DHA AOR6 projects.
+ Advanced proficiency in LEED AP Building Design and Construction standards, integrating energy-efficient and environmentally sustainable solutions (e.g., LEED-certified designs) into medical facility construction and modernization.
+ Skilled in using AutoCAD, Revit, or other CAD software to develop detailed engineering plans, review design proposals, and ensure compliance with TJC, NFPA, and DoD UFC standards for medical facilities.
+ Proficient in RS Means, CostWorks, or equivalent tools to develop accurate cost estimates, lifecycle cost analyses, and budget forecasts for MILCON and SRM projects, ensuring alignment with government requirements.
+ Advanced knowledge of DMLSS, LogiCOLE, MAXIMO, and GFBS for managing facility operations, tracking SRM projects, and maintaining project databases specific to Army medical facilities.
+ Expertise in PMP methodologies (e.g., PMBOK) to lead complex, multi-million-dollar projects, ensuring on-time delivery, budget adherence, and stakeholder satisfaction.
+ In-depth understanding of TJC, NFPA, and DoD standards to ensure medical facility projects meet federal and military regulations across all phases.
+ Exceptional briefing and coordination skills, with fluency in English, to engage with senior stakeholders like the Assistant Secretary of the Army 22 (Installations, Energy and Environment), Installation Management Command (IMCOM) HQ, and DHA Facilities Enterprise.
+ Ability to develop and deliver training programs on healthcare facility standards, evidence-based design, sustainability, and project management best practices for local staff in the DHA Korea Market.
Education, Certification & Experience Requirements
+ 20 years of continuous professional experience in engineering and project management, with a focus on planning, design, construction, sustainment, restoration, or modernization of Army medical facilities or comparable healthcare infrastructure projects.
+ At least 15 years of direct experience in engineering and project management for military or civilian medical facilities (e.g., hospitals, clinics, dental facilities), including expertise in healthcare-specific design and compliance with The Joint Commission (TJC), National Fire Protection Association (NFPA), and Department of Defense (DoD) Unified Facilities Criteria (UFC) standards.
+ Bachelor’s degree in civil engineering, mechanical engineering, architectural engineering, or a related field from an accredited institution. A master’s degree in engineering, construction management, or a related discipline is highly desirable.
+ Licensed as a Professional Engineer in Civil Engineering.
+ Certified by the Project Management Institute for managing complex MILCON and SRM projects.
+ Certified to apply evidence-based design principles to healthcare facility planning and construction.
+ Accredited to support environmentally responsible facility design and operations.
Working Conditions:
· Work is performed primarily in an office setting. This job may involve walking, standing, bending, reaching and handling items weighing up to 35 pounds.
· Light travel may be required.
· Should be able to use common office machinery, such as printers and other proposal production machinery, and required Microsoft software.
· Work hours are primarily part time Monday through Friday but are subject to change, with weekend and/or holiday work as needed. May be required to work outside normal duty hours to accommodate deadlines.
