External Logistics Customs Analyst

 

This position is responsible of all topics related to customs at the import or export. The External Logistics Customs Analyst is liable for the respect of all domestic or international regulations related to the Customs and Transport/Logistics Industry. 

Responsibilities Maintains continual customs control analysis and reporting, identifying and reporting progression/patterns, risks and opportunities. Administers a Customs Control SharePoint page, for the consolidation, validation, approval and reporting of data. Continual Customs Control Screening: Item, Entity & Region; by manual and system validation in addition to coordination with External Logistics Transport Operation Coordinators, Contracted Customs brokers, Purchasing and Engineering Teams as well as Suppliers for the validation of Import/Export Compliance standards conformance. Monitors Import and Export activity Adheres to all international importing and exporting regulations. Works closely with other internal staff, departments, other Liebherr operations, and internal/external customers to deliver high level of service. Ensures all government and organizational policies are followed. Liaises with the classification team and relevant technical staff to ensure that all part numbers have GTC allocated Customs classification at the time of part creation (but no later than dispatch of goods from supplier) Liaises with Customs legal counsel to check Export controls and licensing requirements Ensures all documents are received by Customs broker in full as soon as possible upon dispatch of goods from the supplier and that appropriate clearance instructions are provided Liaises with site staff / GTC / freight forwarder / broker to resolve any issues and expedite import / export Customs clearance Monitors the Customs duty / VAT deferment statements to ensure that all deferred amounts relate to the relevant site and that guarantee limits are not exceeded Liaises with Trade Compliance regarding use of special regimes (IPR, OPR, Returned Goods) Monitors both imports & Exports to ensure that only contracted / approved brokers are used for Customs clearance and that all enquiries relating to Customs have a prompt response in order to expedite Customs clearance Determines Preferential Origin of the goods & act as a central point of contact Checks invoices for both import and export brokerage and liaise with the broker / finance to resolve any invoice / payment issues Competencies Education and Experience: Bachelor’s degree in international business, Supply Chain, or related fields with a minimum of 3 - 5 years’ experience or an equivalent combination of education and experience. Certified Customs Specialist (CCS), Licensed Customs Broker (LCB), Certified Export Specialist (CES) preferred but not required. Working knowledge of packaging materials, loading and lashing processes, and transportation methods.   Working knowledge of United Stated Harmonized Tariff schedule rules and application, origination, dual use goods, and denied party screening, sanctions & embargoes. Proficiency in preparing import/export documentation including but not limited to customs invoices and certificates of origin. Knowledge and experience with ACE AESDirect, 7501 filing, and EEI reports. Knowledge of Baan or equivalent ERP system. Analytical Skills: Exploratory, Risk, Impact and Cost benefit analysis. Computer Skills:  Knowledge of Internet software; Inventory software; Order processing systems; Project Management software; Excel, Word, PowerPoint, Project, PowerBI, etc. Mathematical Skills:  Ability to calculate figures and amounts and apply concepts of algebra and geometry to derive dimensions and weights needed to optimize the distribution chain. Problem Solving:  Identifies and resolves problems in a timely manner; Gathers and analyzes information skillfully; Develops alternative solutions; Works well in group problem solving situations; Uses reason even when dealing with emotional topics. Customer Focus: Understanding and meeting the needs of customers and addressing the interests and concerns of all stakeholders. Travel domestically and internationally up to 40% of the time. Ability to obtain and maintain a valid driver license and passport. Proficient in oral and written communication in English, with additional skills in French, German, or Spanish being advantageous but not mandatory. Our Offer
