Boeing Defense, Space & Security (BDS) is currently hiring for an ExperiencedProposal Management Specialist to join the Business Capture and Operations Team, located in Seattle, WA, St Louis, MO or Huntsville, AL.

The ideal candidate will have experience actively participating in proposal development as a proposal manager, proposal volume lead, or author.

Position Responsibilities:

Support the Capture Team Leader (CTL) in the development and integration of win strategies, themes and messages to help differentiate the program.Leads assigned sales and campaign activities by contributing to the development of strategies and tactics with minimal guidance.Coordinate with Capture Tools & Processes and multi-functional teams regarding development/implementation of new tools and improvements to existing toolsDevelop proposal staffing requirements, proposal team organization and staffing plan.Prepare and maintain a proposal schedule to include Win Strategy Steering Committee (WSSC), internal reviews, technical and programmatic baselines, delivery of critical data (Supplier Quotes, Basis of Estimates (BOEs), etc.) color teams, gates, technical editing and production.Ensure the Opportunity’s Win Strategies and “One Boeing” approach are integrated into the proposal deliverables through theme statements, key messages and graphics etc.Ensure the Boeing discriminators are developed, reviewed and approved and integrated into the proposal deliverables.Define the proposal outline, responsibilities, and key events (competitive assessment, storyboards, review teams, production, etc.).Develop and define proposal related server/SharePoint/Electronic Desktop Proposal System (eDPS) structures so information is easy to find.Shred Request for Proposal (RFP).Build the proposal compliance matrix and track the fulfillment of all requirements.Lead and present at the proposal kickoff session with all functional leaders/participants attending; provide a clear outline and set the vision for: the proposal plans, schedules, milestones, assignments, reviews and delivery and post-delivery criteria.Facilitate proposal team as to how to develop, write, and revise proposal content that is clear, concise and solicitation compliant.Conduct regular proposal progress status meetings, meet one-on-one with proposal stakeholders and maintain the proposal schedule.Direct and participate in writing/editing/rewriting efforts, as needed.Oversee final proposal, desktop publishing, editing, proofreading, security review, printing, binding and early or on-time delivery.Organize and conduct lessons learned sessions.

This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at one of the listed locations.

This position requires an active Secret U.S. Security Clearance. (A U.S. Security Clearance that has been active in the past 24 months is considered active.)

Basic Qualifications (Required Skills/Experience):

A Bachelor’s degree or equivalent or higher1 or more years of experience with DOD and/or government acquisition processesExperience with proposal managementProven experience communicating, writing and briefing external senior level customers2 or more years of experience collecting, interpreting data, and managing projectsCapable of traveling up to 30% of the time

Preferred Qualifications (Desired Skills/Experience):

Level 4: 3 or more years' related work experience or an equivalent combination of education and experience or military experience3+ years of experience with proposal managementAPMP certification or Shipley certificationExperience in supporting DOD acquisitions

Salaries are based upon candidate experience and qualifications, as well as market and business considerations. 

Summary pay range:

Level 3: $91,800 – 112,200

Level 4: $116,100 – 141,900
