POSITION OBJECTIVE:
The Executive Vice President (VP), Capital Planning and Redevelopment will lead the planning, design, construction, and operational implementation of new hospital facilities and the redevelopment of existing hospital infrastructure in Niagara. This senior leadership role will require a strategic and innovative leader who can manage large-scale development and redevelopment projects while navigating complex relationships with the Ministry of Health, Infrastructure Ontario, healthcare professionals, contractors, municipal partners, and interested and affected parties within the community. The EVP will ensure that both new developments and redevelopment initiatives meet the highest standards of quality and safety, patient care, sustainability, and compliance with provincial regulations.
The EVP will oversee a range of projects, including planning, ground-up construction of new facilities and the revitalization of older hospitals to modernize infrastructure and improve the patient experience. This role demands an experienced leader with expertise in hospital infrastructure, project management, financial oversight, governance, and strategic planning.
Niagara Health has registered the South Niagara Hospital Project with the International WELL Building Institute. In September 2024, it was announced that the South Niagara Hospital Project achieved WELL Precertification, bringing the project one step closer to being WELL Certified after the building opens in 2028.
Key Responsibilities:
o Lead the planning, design, and construction of the new South Niagara hospital as well as the redevelopment of existing hospital facilities
o Oversee the development and execution of multiple projects, including both new builds and redevelopment efforts
o Maintain a high level of communication and transparency with the President and CEO and the executive team to ensure a solid line of sight into redevelopment and development priorities
o Partner with the President and CEO to ensure the Board of Directors is briefed on redevelopment and development priorities, and approves initial scope and any significant changes
o Mitigates risk and maintains oversight of the risk registry to ensure issues are identified, managed, and tracked
o Ensure the integration of innovative healthcare design, sustainability features, and advanced technologies into both new and existing facilities
o Manage project timelines, budgets, and resources for multiple projects at varying stages of development (e.g., pre-construction, construction, post-construction)
o Establish and maintain relationships / partnerships with Ministry branches, Ontario Health, Infrastructure Ontario, municipalities and provincial government to advance strategic initiatives and ensure projects comply with all provincial healthcare policies and standards
o Ensure all projects comply with Ontario's healthcare regulations, standards, and safety protocols, including licensing requirements and operational guidelines
o Identify and manage project risks related to design, construction, budget, and regulatory compliance, implementing mitigation strategies as needed
o Secure capital funding from the Ministry of Health and other funding sources, providing detailed financial reports and justifications for project funding requests
o Ensure ongoing financial monitoring and reporting throughout all project phases, addressing any budget overruns or delays promptly
o Collaborate with clinical and operational teams to design hospital facilities that enhance patient care, improve workflow, support cutting-edge medical technologies, and drives innovation
o For redevelopment projects, ensure that existing facilities are upgraded to meet modern standards, integrating new technologies, accessibility features, and sustainable design practices
o Build and lead a multidisciplinary team that includes project managers, architects, contractors, healthcare planners, and other specialists
o Oversee negotiations with vendors and consultants to ensure successful completion of projects. Ensures a high level of oversights to ensure compliance with procurement documentation
o Provide leadership and mentorship to the project team, fostering a culture of collaboration, innovation, and excellence in hospital planning and development
o Champion the integration of green building principles, sustainability technologies, and energy-efficient systems into both new construction and redevelopment projects
o Implement cutting-edge healthcare design concepts that improve patient experience, operational efficiency, and long-term adaptability of facilities
o Oversee the evaluation of new and redeveloped facilities once operational to ensure they meet performance targets, regulatory standards, and community healthcare needs
QUALIFICATIONS:
o Master's degree in Healthcare Administration, Business Administration, Engineering, Architecture, or a related field
o Minimum 10 years of executive level hospital capital project experience having worked within the Ministry of Health and Ministry of Long-Term Care Capital Planning Process and Infrastructure Ontario's AFP (Alternative Finance and Procurement), Design-Build-Finance-Maintain model. Experience with Infrastructure Ontario AFP is a must
o Proven experience in managing both new hospital construction and major facility renovations or redevelopments in the healthcare sector
o Strong knowledge of the healthcare regulatory environment in Ontario, including Ministry of Health processes, funding mechanisms, and infrastructure planning guidelines
o Demonstrated expertise in managing multi-disciplinary teams, budgets, and timelines across complex healthcare development projects
o Strong project management capabilities, including financial oversight, timeline management, risk mitigation, governance, and resource allocation
o Excellent leadership and communication skills, capable of engaging diverse interested and affected parties, including government officials, healthcare providers, contractors, and community members
o High-level strategic thinking and problem-solving abilities, with the capacity to balance innovation and practical solutions
o Strong understanding of healthcare design principles, hospital operations, and technology integration
o Ability to foster collaboration across departments, external partners, and government agencies
