Group Digital & IT is implementing a new operating model aimed at enhancing collaboration across Digital & IT teams, improving time-to-market, driving efficiencies, and enhancing customer experience. The success of this new operating model and the achievement of the Group Digital &IT strategic goals require revising the existing Governance models to enable efficient demand management processes and embedding agile ways of working, improved delivery of the strategic initiatives, and embedding effective management of the Opex & Capex budgets across the domains and markets.
This role is accountable for the delivery of the Digital & IT Strategy. The incumbent needs to ensure deep collaboration across all Vodacom Group Digital & IT and Commercial domains, Vodafone & Group functions such as Finance, HR, VOIS, SCM etc. Using an integrated approach, the role will drive significant simplification of ways of working, governance framework and build new monitoring and control capability that governs Digital &IT execution across the domains and markets.
Role purpose:
• The role involves working with the demand generators across Vodacom Group to aggregate and prioritise the demand, the stakeholders include Group Commercial domains, Group IT domains, Internal functions, market stakeholders to aggregate and prioritise demand and ensure end to end execution of the technology roadmap.
• Ensure programme delivery across the domains and markets adheres to the defined governance framework and meets the key performance indicators (KPIs).
• Manage the adoption of agile practices in markets to Vodafone’s set standards and drive the implementation of group products (Group PI) within D&IT.
• Manage the end-to-end budgeting process between Group and the Markets, analyse the Opex/Capex allocation and usage, and track efficiency achievements relative to KPIs.
• Build and maintain relationships across functional teams, proactively anticipate stakeholder needs.
• Manage allocation of Project managers and Business Analysts across the strategic initiatives in the various domains, manage key risks, dependencies and trade-offs to enable an efficient flow of work.
• Enables effective strategy execution, balancing tasks and people to define what is important and possible and how to execute it, delivering breakthrough results in the form of tangible, measurable business outcomes
• Builds capacity through growing talent & skills, creating inclusive, high performing teams and a lean & effective organisation to ensure sustainable success.
• Build and maintain relationships across functional teams, proactively anticipate stakeholder needs.
• Own and manage the Demand Management process across all relevant stakeholders including Group Commercial domains, Digital & IT domains, local markets and internal functions.
• Manage and drive the design and development of products and services to support in the completion of the Business Cases and Board resolution submissions in the local markets.
• Responsible for ensuring market adoption of Vodafone Scaled Agile ways of working and run the Group Product increment planning and governance; drive consistent implementation across the domains and local markets.
• Define and standardise the Programme Governance Framework and artefacts across the domains and markets.
• Define and govern the Technology Roadmap/calendar across the domains and markets.
• Highlight the key dependencies, Risks and issues across the strategic initiatives.
• Govern execution, enhance reporting and KPI tracking for the Group CIO office.
• Build and maintain a robust reporting mechanism to track KPI’s and programme effectiveness across the markets and domains.
• Work closely with the TSASA team to define and update the Digital & IT strategy and plans.
• Manage Group Digital & IT risks, selected policies, and ensure KPI achievement across domains and markets. This includes strategic programme delivery risks, Group IT operational risks, assurance actions (Shadow IT), adherence to Health & Safety policies, Business Continuity Management policy compliance, and timely resolution of audit findings.
• Ensure efficient allocation of capacity (project managers and Business analysts) to approved Commercial and IT initiatives.
• Manage the pool of Commercial & IT project Managers allocated to various domains.
• Set up a fit-for-purpose Project Management Office that can support and enhance the delivery of Group D&IT projects and programmes across domains. Ensure the right metrics are in place and benchmarked to ensure delivery excellence.
• Govern the project budgeting process for the strategic initiatives, invoicing and reporting.
• Enable and hold the CIOs accountable for managing their budgets well as achieving savings commitments against target throughout the year.
• Manage the pool of Business Analysts allocated to various strategic initiatives across the domains.
• Govern the Project Management and Business analysis competencies and create Communities of practice for Vodacom Group markets.
• Chairs the relevant Governance Forums and presents on the overall status of the Digital &IT strategic programmes to Senior Leaders.
• Lead and suggest improvements in the annual Digital &IT Budgeting process for Group IT and the markets, consolidate and report on the financial outlook per market/domain.
• Analyse the Opex/ Capex allocation and spend for the Markets across the domains and inform budget distribution.
• Define and recommend the ideal funding model based on Capex/Opex intensity per market/domain.
• Track and govern the invoicing process for Group funded strategic initiatives,
• Responsible for managing the Partner Satisfaction Survey for Digital & IT with all the relevant stakeholders.
• Accountable for driving the periodic Strategic Vendor Performance reviews by the GCIO, SCM and other key stakeholders.
• Bachelor’s/Master’s degree in Information Technology /Computer science (or similar tertiary qualification).
• Relevant Project Management Qualification.
• 8-10 Years overall IT Management experience of which 5 years should be in programme/portfolio management and budget planning.
Core competencies, knowledge and experience:
• Experience of Governance functions and setting up new functional governance models to deliver outcomes.
• Driven leader with exceptionally high drive for results
• 8-10 years Senior Programme/Portfolio management experience.
• Strong Financial acumen and proven track record in shaping Opex and Capex budgets and attainment of efficiencies across markets.
• Experience in defining the IT strategy and roadmap, driving end to end delivery execution and communicating results to senior leadership.
• Excellent communication and interpersonal skills to influence and collaborate effectively.
• Experience working in cross functional teams across diverse geographical locations and stakeholder groups.
• Expertise in shaping and running large scale business transformation programmes.
