The Division Director serves as the executive leader of the Office of Justice Programs (OJP) within the Minnesota Department of Public Safety. This position is responsible for the strategic oversight and effective execution of all division activities, including policy development and implementation; budgetary and personnel administration; and the design and delivery of statewide programs that address public safety, crime victim services, and justice system improvement. With a core commitment to equity, access, and continuous improvement, the Director reduces barriers to services and fosters inclusive practices throughout OJP’s operations. The role builds and sustains strong relationships with Tribal Nations, federal, state, local, and community-based organizations, ensuring program relevance and responsiveness. Through thoughtful strategic leadership and collaborative engagement, the Director advances solutions that prevent crime, improve the justice system, and support victims—while promoting transparency, accountability, and trust across Minnesota’s communities. Five* years of progressively responsible leadership experience including managing programs, strategic planning, and directing the work of staff for a service-driven organization. Graduation from a four-year college or university with a bachelor's degree or higher may substitute for one year of required experience. Experience to include the following: 2. Knowledge in principles of administrative management sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances. 3. Broad knowledge of budgeting, contracting and grants management, and legislative processes sufficient to ensure compliance and efficient use of resources and make legislative proposals to achieve program objectives. 4. Strong human relations and communication skills; ability to communicate clearly and professionally both verbally and in writing to different audiences, and respond openly to requests and concerns. 5. Demonstrated experience with Minnesota state and federal laws and rules including responsibility for interpreting, applying and communicating complex policies in support of division or program-level work. 6. Proven ability to manage multiple, complex, and competing priorities effectively while leading and motivating diverse teams with a focus on collaboration and results. 7. Excellent written and verbal communication skills, with the ability to engage diplomatically across audiences and maintain effective relationships. 8. Experience in financial and budgetary development and grant management. 9. Supervisory experience including hiring, coaching, performance management, and team development. 10. Master's degree in Public Administration, Public Policy, Business Management, or closely related field. 2. Experience in legislative strategy and policy development. 3. Experience in local, state, or federal grant administration. 4. Experience as a facilitator operating in a high-profile, politically sensitive, and community-centered environment with a deep awareness of stakeholder impact. 5. Experience working with crime victim services and/or criminal justice. **Physical Requirements** Requires occasionally moving and transporting such articles as file folders and small tools.
