The Executive Director, Chief Data Officer
reports to our Chief Informatics Officer. This leader is responsible for
fostering value creation from system data assets and the external data
ecosystem by promoting strong governance, cross-functional collaboration, and
strategic alignment. This role will oversee the enterprise approach to data
management, reporting, and analytics to ensure that data is accurate,
accessible, and effectively used to support operational priorities, innovation,
and long-term system growth.
Working in
partnership with stakeholders across the organization, this leader champions a
unified data strategy that balances consistency with adaptability. This role
emphasizes engagement, shared accountability, and transparency to ensure that data
initiatives are responsive to evolving business needs and regulatory
requirements. This role collaborates closely with formal governance bodies and
operational teams to align priorities, guide decision making, and support a
consistent framework for analytics deployment. Through this integrated
approach, this role helps build a sustainable, data-informed culture that
enables organizational excellence across a dynamic and growing healthcare
system.
Essential Job Functions
• Foster value creation from system data assets and the external data ecosystem by applying analytical methods to generate insights that support strategic planning, population health, cost utilization, reimbursement optimization, clinical outcomes, forecasting, and other key organizational initiatives.
• Define, develop, implement, and maintain "best-in-class" data, information, reporting, and analytical capabilities, including appropriate data storage architectures, analytics platforms, and visualization tools to support enterprise-wide innovation and decision making.
• Lead the creation and ongoing refinement of enterprise data and information strategy in partnership with the CIO, the CEO and other Senior Executive Team members. Promote a culture that recognizes and manages data as a critical enterprise asset.
• Identify and standardize the use of data and analytics across the organization to support strategic alignment, operational priorities, and shared accountability.
• Implement a programmatic approach to enterprise information management by prioritizing and executing initiatives that align with business strategy and produce measurable outcomes.
• Serve as a system-wide champion for data-informed decision making, cultivating a culture of transparency, consistency, and trust in analytics and reporting.
• Act as a strategic consultant to executive and operational leaders in the application of analytical methods, performance metrics, and reporting tools that solve business challenges and improve outcomes.
• Define, manage, and uphold data governance practices, including master data management, metadata standards, and information trust models to ensure data integrity, accuracy, and consistency.
• Oversee data-related regulatory and compliance programs to ensure responsible, ethical, and legal use of information assets across the organization.
• Ensure that all business reporting derived from governed data sources reflects the true state of operations and performance.
• Establish and lead a data and analytics center of excellence, including the definition of roles, responsibilities, and competencies. • Directly or indirectly manage a high-performing team of data governance, analytics, and information management professionals across the system.
• Collaborate with the Data Partnership Committee and Data Governance structures to guide analytic priorities, enforce governance standards, and review products prior to implementation or publication.
• Promote engagement across departments by ensuring that stakeholders are included early, feel heard and valued throughout the process, and can trust that data initiatives reflect shared organizational goals.
• Lead communication efforts related to data strategy and analytics across the organization, clearly articulating the value of enterprise data initiatives and aligning messaging with the mission, vision, and strategic objectives of the health system.
• Maintain frequent and effective communication with senior leadership, providers, legal advisors, external payers, regulatory bodies, and internal teams to ensure system-wide alignment and integration of analytics into clinical and operational decision making.
• Supports and models behaviors consistent with Billings Clinic’s
mission, vision, values, code of business conduct and service
expectations. Meets all mandatory organizational and departmental
requirements. Maintains competency in all organizational, departmental
and outside agency standards as it relates to the environment, employee,
patient safety or job performance.
• Performs all other duties as assigned or as needed to meet the
needs of the department/organization.
Minimum Qualifications
Education
• Master’s degree required,
emphasis in Information Science, mathematics, business management or related
discipline with 10 years’ experience.
Experience
• 5+ years’ experience with analytics in data warehouse environment.
• 5+ years’ experience managing analytical teams.
• 10+ years in analytics/informatics and report development experience.
• Broad experience desired, but not essential, in multiple domain areas, such as data warehousing, business intelligence (BI), data governance, data architecture, data integration, data classification, data strategy, data quality management, data security and privacy, MDM, data standards, regulatory compliance, and enterprise architecture frameworks.
• Proven data literacy — the ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT and quant stakeholders.
• Information strategy experience; experience in strategic technology planning and execution, and policy development and maintenance.
• Familiarity with business information generation and analysis method
Certifications and Licenses
• Current Driver's License with ability to be insured to
operate organization vehicles
Or an equivalent combination of education and experience relating to the above tasks, knowledge, skills and abilities will be considered. Employees that require a licensed or certification must be properly licensed/certified and the licensure/certification must be in good standing.
