POSITION DESCRIPTION: Serves as the Chief Legal Counsel for the Military Department, providing expert and strategic legal advice to the leadership on all legal matters that may concern the Department. Key duties and responsibilities include: Provide expert legal counsel across a broad range of practice areas, including procurement and contract law, fiscal law, employment law, emergency management law, and governmental ethics. Advise on legislative, administrative, organizational, budgetary, risk management, and records management and other complex management matters affecting the Department. Supervise and support the General Counsel for the Education Program, ensuring compliance with applicable laws, policies, and program requirements. Draft and review complex contracts, cooperative agreements, memoranda of understanding, and intergovernmental agreements to ensure legal sufficiency and regulatory compliance. Lead or assist in negotiating contracts and agreements with external organizations and public entities. Manage the review and submission of National Guard Bureau Cooperative Agreements to the Louisiana Attorney General or appointed designee. Coordinate with the LANG Foundation, including the Executive Director, to ensure compliance with the Louisiana Constitution and applicable state law. Represent the Department in litigation and administrative matters, directly or through coordination with retained legal counsel. Support the Director of Governmental Affairs in the drafting and monitoring of legislation affecting the Department and the Louisiana National Guard; advise leadership and provide testimony to legislative committees as required. Issue legal opinions regarding the legality and appropriateness of departmental policies, rules, and regulations. Supervise all attorneys, paralegals, and legal support staff within the agency. Perform all duties in accordance with the Louisiana Rules of Professional Conduct. Maintain interagency and intergovernmental legal coordination to further the strategic goals of the Department. Monitor emerging areas of law, including cybersecurity, homeland security law, disaster recovery law, and evolving federal-state military relations. Deliver legal support for emergency preparedness, disaster response operations, and continuity of government activities, particularly those involving state/federal authorities. Ensure legal presence and readiness during emergency activations and crisis operations; provide on-call legal services when needed. Carry out any additional duties as assigned. POSITION QUALIFICATIONS: Must have a Juris Doctorate degree, or equivalent, and be a licensed Louisiana attorney with a minimum of five years of private or governmental practice. Experience in the National Guard or Army/Air Force Judge Advocate General's Corps is preferred but not required. GENERAL REQUIREMENTS: + Must have a valid Driver's License, Social Security Card and Birth Certificate. + Must be available to report to duty during emergency or disaster situations for extended hours over an extended period of time. Other periodic travel may be required. + Must meet physical requirements to perform functions of the position. + Must attend/complete all Louisiana Military Department (LMD) annual training and other training required for the position. + Must adhere to the Code of Ethics and foster a Sexual Harassment-Free Environment.
