EQUAL EMPLOYMENT MANAGER
Summary You will serve as Deputy Director, Equal Employment Opportunity (DDEEO) for Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, MD, Lakehurst, NJ, NAVAIR HQ, and COMFRC HQ, including oversight of EEO programs and services. Partner closely with the Director, EEO (DEEO) for Naval Air Systems Command (NAVAIR) to deliver efficient, cost-effective processes and programs supporting EEO initiatives at NAWCAD, NAVAIR HQ, and all serviced customer activities. Responsibilities You will provide a full range of Equal Employment Opportunity (EEO) services to support NAWCAD, NAVAIR HQ, and COMFRC HQ. You will partner closely with the Director EEO for NAVAIR to provide efficient and cost effective processes and programs benefitting EEO Programs. You will advise the NAWCAD and COMFRC HQ Commanders on all matters related to EEO. You will develop and implement operating guidance and solving complex and difficult problems associated with development, improvement and acceptance of the Commands EEO programs as well as resolution of EEO cases. You will coordinate efforts and advise management officials on the development and execution of workforce strategies and policies affecting the workforce. You will ensure legal and regulatory compliance and consistency in the handling of EEO complaints, programs, and other matters. You will serve as the first level supervisor of the EEO department, to include staff dedicated to providing interpreting services for the deaf and hard of hearing. You will plan and assign work to be accomplished by subordinates based on priorities and capabilities of employees. You will identify and provide training and development needed by employees and evaluate performance. You will carry out EEO policies and communicate support to subordinates. You will collaborate, as appropriate, with the Human Capital Management (HCM) Department and the Office of General Counsel (OGC). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing and evaluating a civilian federal equal employment opportunity (EEO) program to include advising on the application of equal employment opportunity (EEO) program requirements and developing strategic initiatives and recommendations for senior leaders. Education This position does NOT allow for substitution of education. Additional Information This position is covered by the Department of Defense Priority Placement Program. The pay band encompasses both GS-13 and GS-14 levels; however, this specific position is subject to control points and is capped at the equivalent of GS-13, Step 10. This position work is primarily sedentary. Some walking, standing, bending, carrying of small office items is required. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
