San Mateo County Health's Behavioral Health and Recovery Services (BHRS) is seeking well-qualified individuals for the position of Epic Transition Business Advisor (BHRS) Limited-Term. This Limited Term Epic Transition Business Advisor will serve as a strategic and technical business leader responsible for advising and supporting the Behavioral Health and Recovery Services (BHRS) team's successful transition to the Epic system. This role will lead and support BHRS teams with documenting the current state of behavioral health and addiction workflows, systems and processes to inform changes and decision making required to support the Epic transition. The Transition Business Advisor will collaborate with clinical and operational leadership, HIT Epic-certified analysts, Epic consultants, and other stakeholders to ensure that the Epic EMR implementation solutions meet the unique needs of providers, clients, and community-based partners. The Transition Business Advisor will also provide business support for various build configuration, testing and go-live tasks relating to the Epic implementation as well as support change management activities to help BHRS teams adjust to the new Epic EMR system and processes. This role demands a collaborative, hands-on leader capable of guiding change management, mentoring staff, ensuring regulatory compliance (including HIPAA and 42 CFR Part 2), and improving clinical efficiency and user satisfaction. The ideal candidate will possess: + A combination of deep technical proficiency, + Current Epic certifications (particularly in Behavioral Health modules), + A proven record of success in large-scale system implementations, + Collaborative, hands-on leadership abilities, with capability of guiding change management, mentoring staff, ensuring regulatory compliance (including HIPAA and 42 CFR Part 2), and improving clinical efficiency and user satisfaction, + At least five (5) years of increasingly responsible experience in behavioral health systems, clinical operations, or health information coordination, including two (2) years in a supervisory or lead capacity, + Knowledge of public sector behavioral health systems, Medi-Cal billing, and state regulatory reporting requirements is preferred, + Experience with implementing Epic. Examples Of Duties The duties of the position may include, but are not limited to, the following: + Lead the planning and implementation of strategic initiatives that support BHRS in becoming a learning organization focused on data-driven and evidence-based care delivery. + Gather operational and clinical requirements, supporting Epic design teams to ensure system configurations reflect BHRS workflows, and overseeing implementation and optimization efforts. + Partner with BHRS leadership to support strategic planning cycles, ensuring systems, data infrastructure, and workflows align with long-term programmatic and regulatory goals, + Advise and support the design, implementation, and maintenance of electronic medical records (EMRs) for BHRS programs, ensuring alignment with regulatory requirements, operational goals, and clinical workflows by collaborating with clinical, IT analysts, and end users, + Serve as a subject matter expert to assist BHRS in interpreting and communicating County policies, procedures, and applicable laws or regulations to IT teams, ensuring alignment and compliance throughout system planning and implementation, + Coordinate with departments and Health IT to ensure Epic meets documentation, billing, reporting, and compliance needs—including CalAIM, DHCS, and Medi-Cal standards, + Support BHRS leaders at all levels in the design and development of Epic, in collaboration with local data experts, IT analysts, and program stakeholders. + Serve as a liaison between BHRS and Health IT to manage and prioritize system enhancement requests, stakeholder input, and service-level expectations, Communicate clearly and effectively—verbally, in writing, and through visual data presentations—with staff, management, employee groups, and external partners. Qualifications Knowledge of: + Behavioral health operations, documentation, and workflows, particularly in public-sector or safety-net systems. + EMR systems such as Epic Behavioral Health and Netsmart myAvatar, and their application to mental health and substance use programs. + Strategic planning processes and aligning information systems with organizational goals. + Clinical and operational regulatory standards, including HIPAA, 42 CFR Part 2, CalAIM, and DHCS documentation requirements. + Local, state, and federal laws, rules, and regulations applicable to healthcare and information systems. + Methods of cross-functional team collaboration and system governance in public health environments. + Change management strategies, staff engagement, and workflow optimization practices. + Effective communication techniques include written, verbal, and data-driven storytelling. Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is: + Three years of information technology support experience in a healthcare operation setting, including at least one year of Epic user support experience. License/Certification: EHR Analyst II: + Epic Certification in Ambulatory module; and + Maintain Epic training credentials through Epic's Continuing Epic Education (CEE) program with additional training that must be completed to maintain certifications, proficiencies, and badges.
