EpiC Moldova Senior Infectious Disease Advisor

Project Overview 

EpiC is an eight-year (2019–2027) global health initiative project funded by the United States Department of State (DoS). The project receives Global Health Security funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with GHS priorities, National Action Plans for Health Security (NAPHS), and United States Department of State (DoS) goals. 

 

EpiC is led by FHI 360 with core partners Right to Care (RTC), Palladium International, and Population Services International (PSI), and draws upon regional and local partners. The project delivers high-quality technical assistance at the community, facility, district, regional and national levels, and builds relationships with relevant partners working to address health security issues. Our ability to respond quickly to program, technical and procurement needs leverage our deep bench of country-based clinical, program, and community experts. 

 

Among the most urgent priorities to prevent, detect, and respond to public health threats related to emerging infectious disease include:    

Provide support to Moldova’s National Agency for Public Health (NAPH) to strengthen the Public Health Emergency Operating Center systems; 

Support capacity strengthening of priority hospitals in infectious disease prevention, control, and monitoring;  

Conduct a landscape assessment of the Moldova Digital Health and Data Sharing policies focused on surveillance and reporting of antibiotic use and AMR. 

The project is seeking to recruit a full-time Senior Infectious Disease Advisor for EpiC Moldova. This is a local hire and moving expenses or expatriate allowances are not associated with the position. This position is based in Chișinău, Moldova. 

Scope of Work:  

The Senior Infectious Disease Advisor will provide technical assistance to government of Moldova stakeholders and in priority hospitals. This involves gap analysis and action planning to address gaps in capacity, implementation and monitoring; development of SOPs and training materials and provision of mentoring to strengthen capacities; and coordination with key stakeholders in the country in consultation and collaboration with EpiC in country and HQ leadership. 

Tasks: 

Strengthening antimicrobial resistance prevention and containment: 

Support Antimicrobial Committees in priority hospitals. 

Assess the gaps in knowledge, diagnostic capabilities, and infection control procedures with a focus on enhancing hospital-level infrastructure, resources, and staff competencies required for infection prevention and control and antimicrobial stewardship.  

Coordinate with the MOH/NAPH and CDC to deliver training to hospital staff on infection prevention and control as well as other related topics in priority hospitals.  

Provide ongoing mentorship in priority hospitals.  

Co-develop monitoring and reporting systems for infection control to inform data-driven decisions and ensure compliance with international standards.  

Strengthening Emergency Operations Center capacity: 

Collaborate closely with the EpiC Moldova Data Use Advisor, the NAPH, and EOC to assess capacity gaps related to measurement and monitoring of antimicrobial resistance and contribute to development of an actionable capacity strengthening plan to address identified gaps. Contribute to development of tools and curricula detailed in the plan. 

Monitoring, Evaluation and Learning: 

Contribute to the preparation of regular progress reports. 

Monitor project deliverables and ensure these deliverables meet high quality standards. 

Contribute to project work planning, including monthly financial estimations.  

Interact with national and international actors and other experts to bring new and “cutting edge” ideas into project implementation. 

Qualifications and experience: 

Advanced university degree in public health, medicine, epidemiology, microbiology, or related discipline. 

Proven work experience in public health and infectious disease interventions. 

In-depth knowledge of the Moldovan health system and national and international framework for Global Health Security. 

Proficiency in analyzing and interpreting health surveillance data to inform program decisions.  

Experience in developing and delivering training programs for health professionals. 

Ability to effectively engage and coordinate with a wide range of stakeholders, including government agencies, international organizations, and community groups. 

Demonstrated ability to work in a team environment and independently. 

Computer skills: SharePoint, Microsoft Office. 

Excellent interpersonal and communication skills, both oral and written.  

Ability to speak, read, and write Romanian is essential. A professional level of English proficiency, both spoken and written, is required.
