Summary You will serve as an ENVIRONMENTAL SPECIALIST (WORKFORCE) in the WORKFORCE DEVELOPMENT BRANCH (C106B.1) of the OCCUPATIONAL SAFETY, HEALTH AND ENVIRONMENT (OSHE) OFFICE, CODE 106 of PEARL HARBOR NSY AND IMF. Salary Range: GS-11: $77,192 - $100,344 GS-12: $92,520 - $120,282 Responsibilities You will be responsible for identifying development and training needs for personnel in the Environmental Division. You will implement capability management to identify training development gaps, by collecting data and presenting findings to leadership with recommendations on how to close performance gaps. You will evaluate the effectiveness of the Shipyard's Environmental programs and project management functions to ensure requirements are effective and efficiently carried out and goals and objectives are fulfilled. You will regularly assess program and project management processes and functions for completeness and technical accuracy, objective achievement, and resolution of problems. You will provide environmental program training and development recommendations and guidance. You will collect and analyze program functions to achieve awareness of environmental compliance and corresponding preventative procedures. Requirements Conditions of Employment Qualifications GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector managing environmental programs (e.g. Clean Water, Oil, Hazardous Substances/Spill Response, Clean Water, Industrial Wastewater, etc.) by developing, implementing, and advising on program directives, standards or procedures to ensure regulatory compliance; assessing training and development of environmental specialists to provide educational resources and ensure performance objectives met. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing environmental protection program functions (e.g. surveillances, inspections, job hazard analysis, TWD reviews, compliance enforcement) by conducting surveys or studies to collect data and provide recommendations to management that ensure compliance with environmental regulations, policies and requirements. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-11: Successful completion of a Ph.D. or equivalent doctoral degree OR Successful completion of three full years of progressively higher-level graduate education leading to such a degree.
