The Job You Will Perform:
This position resides in Health Safety and Evironment in Memphis, TN; however, will take day to day direction from the Packagin Solutions North America Converting Business HSE Manager with the work location being at IP’s Corporate Headquarters in Memphis, TN. The position is the senior most position responsible for providing environmental leadership and support to Converting sites and the business, working in conjunction with PSNA Environmental Resource Support, Legal and other internal stakeholders as needed to address Converting environmental regulatory requirements, permitting and service needs while advancing business compliance, growth, strategic and sustainability objectives. Key stakeholders include site lead teams, Converting HSE team members including regional and area leads, business leaders, HSE, Legal, Global Sourcing and Government Relations. External stakeholders include environmental non-governmental organizations who are influencers to regulatory agencies and policy makers, external associations (such as Fiber Box Association (FBA) and National Council on Air and Stream Improvement (NCASI)) who assist in the development of policy and advocacy strategies for emerging initiatives, and state/federal regulators with an interest in site compliance requirements and sustainable environmental stewardship.
Key Accountabilities:
Establish and communicate overall regulatory permitting process, requirements, and timing to business leadership and other key stakeholders. Communicate openly with business leadership at the site, region and area levels to insure clarity on issues, concerns, and direction. Lead all business environmental regulatory initiatives, working with business HSE team members, including permitting to successfully deliver required final permits for sites in order to meet business and regulatory deadlines. Provide general environmental support (multi-media) for Converting business sites to improve site level performance improvement and compliance margin. Develop and deliver environmental training to support business, regional, and site level needs. Identify, track and communicate information needed to inform and drive site implementation of compliance expectations with incorporation into an overall environmental management system for sustainability. Monitor and manage emerging issues related to regulatory change impacting site/business compliance requirements and overall sustainability. Provide company input on emerging stewardship issues and pending regulations to AF&PA and NCASI to direct program planning activities and budget.
Key Challenges:
Number of locations with multiple site configurations in greater than 40 states/jurisdictions with differing approaches to regulatory permitting and overall framework Multiple internal stakeholders with potentially competing priorities and needs Complexity, and pace of regulatory change and new initiatives at the federal (EPA) level driving the same within many States that Converting sites are located resulting in longer regulatory lead times and approval of key deliverables such as permit issuances. Market expectations and customer needs that are evolving quickly driving business strategy to deliver needed products requiring process/equipment changes triggering regulatory review and approval. At times, expedited approval may be required due to project lead time and this is in conflict with current regulatory landscape regarding permit application review time and agency approval processes, include third party engagement such as environmental justice considerations. Relatively low tenured inexperienced environmental expertise within Converting sites could create challenges for overall regulatory permitting process and necessitate a higher level of training to develop requisite core competencies The number of and time required for existing permit applications in process (~50) requiring timely permit issuance with another 50-70 permit applications requiring development to address site’s new emission profile due to emission factor changes.
The Skills You Will Bring:
8-10 years of experience in a business environment with knowledge of IP/converting product offering, knowledge of converting site manufacturing processes, and knowledge and /or experience in collaborating with and leading multi-functional internal stakeholder teams are desirable. Excellent communication (written and oral) and advanced regulatory analysis and negotiation skills are required. BS in engineering or science field and functional expertise in regulatory compliance (environmental), or paper manufacturing. MS, preferred. Excellent presentation skills with the ability to present information clearly, concisely and with authority. Demonstrated ability to communicate and collaborate at multiple levels of PSNA business leadership regarding emerging environmental considerations and compliance requirements impacting the organization. Exhibits strong attention to detail. Business Acumen - Sensitive to business goals, confidentiality and need to compete in global markets. Organizing – ability to orchestrate multiple activities at once to accomplish needed goals while marshalling resources to get things done. Perseverance/Drive for Results Negotiating – has good sense of timing and can negotiate skillfully in tough situations with both internal and external groups – while maintaining relationships
