Job Description

Environmental Permitting Specialist: AECOM is actively seeking an experienced and exceptionally talented Permitting Specialist for immediate employment in one of AECOM’s Mid-Atlantic offices in the Mechanicsburg, Conshohocken, or Philadelphia offices. Other locations may also be considered for this position.

The successful candidate will work within an interdisciplinary collaborative environment that provides career growth opportunities within AECOM’s Environmental Planning and Permitting (EPP) East Mid-Atlantic team. This position requires the candidate to demonstrate experience in preparing and/or coordinating permit applications related to environmental impacts for our clients focused in the utilities industries.   Candidates for this position will have a strong knowledge of local, state, and federal regulations related to environmental impact assessment and environmental permitting and regulatory compliance.   Candidates for this position will also be required to demonstrate their experience and/or knowledge in environmental regulations related to electric, natural gas, and other utilities-based industries.

AECOM’s EPP team works a wide variety of utility clients and projects which include environmental impact assessments, wetland delineations and other ecological studies, rare, threatened and endangered species surveys and coordination, environmental permitting analysis and support for state, federal, and local permits, siting studies and public utility commission filing support, participation in agency and public meetings, and others related scopes of work.  This position will work on projects based in the eastern United States including but not limited to Pennsylvania, New Jersey, Delaware, Maryland, Virginia, West Virginia, Ohio, Indiana, and Kentucky, but opportunities exist to work on projects in the Midwest and West AECOM geographies as well.

The candidate will report to the Environmental Manager in the Conshohocken, PA office, but the candidate may be located in another AECOM office, as listed above. Hybrid/teleworking may be considered based on AECOM’s Freedom to Grow opportunities.

The responsibilities of this position include, but are not limited to:

Serve as the technical lead and subject matter expert for various permit applications and environmental impact assessments for federal, state, and local requirements and coordination with the reviewing agencies and clients throughout the lifecycle of the project.Managing project tasks according to approved scopes of work and delivering quality reports on schedule and within budget.Coordinating with internal teams such as cultural resources, threatened and endangered species experts, civil engineers, and other project support teams.Serving as a technical lead for environmental, biological, and other impact assessments.Siting analysis, including qualitative and quantitative reviews.Assist with stream, wetland, wildlife habitat assessments and other surveys by supporting junior and mid-level staff.Ability to work as a team leader or independently.Assisting senior staff with business development activities, including proposals, pre-qualifications, and relationship building with clients and prospective clients.Periodically, work may require extended hours, remotely, night work, and/or overnight travel.

 

Qualifications

Minimum Qualifications:

Minimum Bachelor of Arts or Bachelor of Science degree in

BA/BS in Environmental. Science, Geographic Information Systems, Environmental Studies, Geography/Regional Planning, or another related field +4 years of experience or demonstrated equivalency of experience and/or education.Valid Driver’s License and as a condition of employment must be able to pass AECOM’s Motor Vehicle Records review.Due to the nature of work, US Citizenship required.

Preferred Qualifications:

5+ years of consulting experience and client engagement within the electric, natural gas and/or other utilities industries.Experience working with electric utilities and substations, natural gas, solar, hydrogen and/or energy-based clients.5+ years of permitting application preparation, supporting data collection and review, and preparation of scientific documents including wetland delineations stream assessments, technical reports, Section 401/404 permitting, other environmental federal, state, or local permit applications, and mitigation requirements.  Technical writing experience specifically about authoring siting studies, and/or FERC resource reports, and/or NEPA analysis preferred.Experience in multiple states within the mid-Atlantic and eastern United States.Siting, Routing, and utility commission filing experience.Experience working in a fast-paced consulting environment and managing individual and team schedules.
